authority or public body has been authorized before the
passing of the said Act, or is thereafter authorized, to borrow
money, whether pursuant to a poll of ratepayers or otherwise
howsoever, at a specified rate of interest, or for a specified
term exceeding ten years, and such money or any part
thereof has not been borrowed, the local authority may, with
the precedent consent of the Minister of Finance, borrow
such money or such amount thereof as has not been borrowed
at such rate of interest, or for such term not less than ten
years, as may be prescribed by the Governor-General by
Order in Council:
And whereas the Thames Valley Electric-power Board
has been authorized to borrow the sum of two hundred
thousand pounds for purchasing and constructing electric
works at five and a half per centum, and is now desirous of
borrowing thirty thousand pounds, being part of the two
hundred thousand pounds, at an increased rate of interest :
And whereas the Minister of Finance has given his prece-
dent consent as required by the above-recited section eleven,
and it is desired that the rate of interest at which the said
thirty thousand pounds may be borrowed be increased to
five and three-quarters per centum;
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doeth hereby prescribe that the rate of interest that may be
paid by the Thames Valley Electric-power Board in respect
of the said thirty thousand pounds shall be five and three-
quartcrs per centum., and the said Thames Valley Electric-
power Board is hereby authorized to borrow the sum of thirty
thousand pounds at this rate.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 6th day of
June, 1921.
Present:
THE HONOURABLE SIR. F. H. D. BELL, K.C.M.G.,
PRESIDING IN COUNCIL.
IN pursuance and exercise of the power and authority
conferred upon him by the Counties Act, 1920 (herein-
after referred to as "the said Act"), His Excellency the
Governor-General of the Dominion of New Zealand, acting
by and with the advice and consent of the Executive Council
of the said Dominion, doth hereby make the following regu-
lations for the purposes of the said Act.
REGULATIONS.

  1. An officer authorized by the Controller and Auditor-
    General may attend at the office of the Council at any time
    for the purpose of examining the books and documents up
    to the date of his visit.
  2. In addition to the statements required by section one
    hundred and thirty-nine of the said Act, the Treasurer shall,
    on or before the fifteenth day of April in each year, prepare
    and send to the Andit Office with his yearly balance-sheet
    the statements following :—
    (a.) A statement of the amount of each rate struck or
    recurring for the financial year, the amount thereof
    collected and the amount outstanding at the end of
    the year, as shown by the rate-book.
    (b.) A statement of the amount outstanding at the be-
    ginning of that year of each rate struck or recurring
    for previous years, the amount thereof collected
    during the year, the amount written off during the
    year by order of the Council, and the amount out-
    standing at the end of the year.
    (c.) A statement of all moneys (if any) belonging to the
    Corporation lying in the hands of any person and
    not duly accounted for.
  3. Publication of the balance-sheet and statements, and
    the report of the Audit Office thereon, may be made in the
    manner following :—
    (a.) The said balance-sheet and statements, together with
    the report of the Audit Office thereon, shall be printed
    within two months after the receipt thereof from
    the Audit Office, and a copy shall be posted free of
    charge to any ratepayer making application for the
    same.
    (b.) Copies thereof shall be deposited for public inspection
    during office hours at the office of the Council and
    at one or more post-offices in each riding for a
    specified period, being not less than thirty days.
    (c.) A notice to the above effect shall be published at least
    four times in one or more newspapers circulating in
    the county.
    (d.) A copy of the balance-sheet shall, as soon as printed,
    be forwarded to the Controller and Auditor-General,
    and a copy to the Minister of Internal Affairs.
  4. (1.) The Commissioners of Sinking Funds shall, within
    fifteen days after the thirty-first day of March in every year,
    prepare a balance-sheet showing in respect of each loan the
    transactions during the financial year, and also a statement
    in respect of each loan of the sinking funds in the hands of
    the Commissioners, and the securities in which those funds
    are invested at the end of that year.
    (2.) The said balance-sheet and statements shall be pub-
    lished in the same manner as the Treasurer's balance-sheet.
  5. In any case where money is advanced to a worker under
    section one hundred and ninety-three of the said Act the
    amount of principal and interest respectively to be repaid
    by instalments during each period of six months shall be
    calculated according to such one of the tables in the Schedule
    hereto as the case may require.
  6. Every person commits an offence who fails to observe
    any of the provisions of these regulations, and is liable for
    each such offence to a fine of £5.
