and authorities enabling him in this behalf, His Excellency
the Governor-General of the Dominion of New Zealand,
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby order that on
and after the twenty-fifth day of May, one thousand nine
hundred and twenty-one, the following regulation shall take
effect for the purposes of the said Act, and shall form part of
the regulations made under the said Act on the twenty-
seventh day of July, one thousand nine hundred and fourteen,
and gazetted on the thirtieth day of July then instant.

REGULATION.

  1. In every case where explosives exceeding 50 lb. in
    weight are shipped at a port where there is a Surveyor of
    Ships, the master of the ship in which such explosives are
    shipped shall notify the Surveyor of the shipment and when
    the hold or place where the explosives are to be carried will
    be ready for inspection, and before the ship leaves port the
    hold or place shall be inspected by the Surveyor of Ships.
    If such Surveyor finds that the arrangements made for the
    handling or stowage of such explosives are not in accordance
    with the requirements of the license or the regulations under
    the Explosive and Dangerous Goods Act, 1908, he shall
    require the master to make such alterations as may be neces-
    sary to comply with such license or regulations; and if the
    explosives are subsequently handled or carried without
    complying with such requirement, the master shall be liable
    to a fine not exceeding £50.

Approving the Transfer of Balances by the Riverton Borough
Council in terms of Section 45 of the Finance Act, 1920.

WHEREAS by section forty-five of the Finance Act,
1920, it is provided that any local authority within
the meaning of the Local Bodies' Loans Act, 1913, may, in
anticipation of its revenue receivable under the General
Account, temporarily transfer to its General Account any
balance of a loan account, or any part thereof, for such
period and on such terms as the Governor-General in Council
may authorize:
And whereas the Riverton Borough Council has made
application for authority to transfer the sum of six hundred
and fifty pounds from the District Fund Harbour Loan
Account to the District Fund General Account, and it is
expedient to authorize the said transfer:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the power and authority conferred upon him by the said Act,
and acting by and with the advice and consent of the Execu-
tive Council of the said Dominion, doth hereby authorize the
transfer of the aforesaid sum to the District Fund General
Account of the Riverton Borough Council for a period end-
ing not later than the thirty-first day of March, one thousand
nine hundred and twenty-two.

Council in terms of Section 45 of the Finance Act, 1920.

and twopence from the Gasworks Improvements Loan
Account, to its General Account, and it is expedient to autho-
rize the said transfer:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the power and authority conferred upon him by the said
Act, and acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby autho-
rize the transfer of the aforesaid sums to the General Account
of the Carterton Borough Council for a period ending not
later than the thirty-first day of March, one thousand nine
hundred and twenty-two.

City Council in terms of Section 45 of the Finance Act,
1920.

Conveniences Loan Account, four hundred and fifty pounds
from North Richmond Waterworks Loan Account, six hun-
dred pounds from North Richmond Channelling Loan No. 3
Account, and three hundred pounds from Beckenham-
Fisherton Waterworks Loan Account, to its General Account,
and it is expedient to authorize the said transfer:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the power and authority conferred upon him by the said
Act, and acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby autho-
rize the transfer of the aforesaid sums to the General Account
