In order to comply with the last preceding regulation the person occupying or farming any land and having in his possession any stocks of wheat or oats, or any area or areas sown or intended to be sown in wheat or oats during the season in which the statistics are collected, shall fill in and supply to the Statistician, or to any officer authorized by him in writing, the particulars specified in the form set out in the First Schedule hereto, in accordance with the instructions on or accompanying that form, and shall sign the form certifying to the correctness of the information entered therein ; and if called upon to do so he shall at any later date fill in and supply to the Statistician or to any such officer the particulars specified in the form set out in the Second Schedule hereto, in accordance with the instructions on or accompanying that form, and shall sign the form certifying to the correctness of the information entered therein.

If any person shall have previously had stocks of wheat or oats in his possession, or shall previously have grown wheat or oats, but shall not have any such stocks nor have sown nor intended to sow any such crops during the season for which the statistics are collected, but shall have been furnished by the Statistician with a form or forms as set out in the First or Second Schedule hereto, then such person shall complete the form by the insertion of the word “nil” where applicable, and shall sign the form and deliver or transmit it to the Statistician or to any officer authorized by him in writing.

In the three last preceding regulations “person” includes any one whether beneficially interested in the stocks of wheat or oats, or the building in which such stocks are stored, or in the land on which wheat or oats is sown, or otherwise, who is for the time being managing or acting as agent for the person owning such stocks or occupying or farming such land.
