Special Order made by the Whangarei County Council altering Boundaries of Ridings and adjusting Representation.

THE following special order, made by the Whangarei County Council, is published in accordance with the provisions of the Counties Act, 1908.

WHANGAREI COUNTY COUNCIL.

Special Order (a) altering Riding Boundaries, (b) adjusting Representation in the Council, (c) increasing the Number of Ridings in the County.

In pursuance of the powers conferred on it by the Counties Act, 1908, and amendments thereto, and of all and any other powers thereto enabling it so to do, the Whangarei County Council hereby resolves by way of special order as follows :—

  1. The present division of the County of Whangarei into eight ridings is revoked, and in lieu thereof the said county shall be divided into nine ridings, to be called respectively Hikurangi Riding, Kiripaka Riding, Mangapai Riding, Wairua Riding, Manaia Riding, Otonga Riding, Waipu Riding, Maunu Riding, and Mangakahia Riding, which said ridings are respectively described in the Schedule hereto.

  2. The said Whangarei County Council shall consist of nine members, who shall be elected as follows: The electors of Hikurangi Riding, Kiripaka Riding, Mangapai Riding, Wairua Riding, Manaia Riding, Otonga Riding, Waipu Riding, Maunu Riding, and Mangakahia Riding shall each elect one Councillor.

  3. The alterations hereby made in the number of ridings and in the number of Councillors to be elected to the said Council shall take effect at the general election of Councillors to be held on the 10th day of November, 1920, except in so far and to such extent as may be necessary for preparing rolls or otherwise providing for that election, and for the purpose of preparing and adjusting valuation rolls as from the close of the financial year, 31st March, 1921.

The foregoing special order was made at a special meeting of the Whangarei County Council held on the 12th day of March, 1920, advertised in the Northern Advocate newspaper on the 17th and 24th April and the 1st and 8th May, and confirmed at an ordinary meeting of the said Council held on the 14th day of May, 1920.

SCHEDULE.

Hikurangi Riding.

The boundary of this riding shall be altered so as to include the Kahakaharoa No. 2 Block (containing 1,314 acres), situated in Block I, Whangarei Survey District. The boundary is therefore altered, commencing at the south-eastern corner of Allotment N.E. 67, Hikurangi Parish (on the present riding boundary), and bounded towards the north generally by Section 2, Block I, Whangarei Survey District, to its south-eastern corner; thence towards the east generally by a forest reserve in the same block, and by Section 4 of Block I aforesaid to the present riding boundary as described in the New Zealand Gazette of the 26th September, 1918, page 3349; thence towards the west generally by the said riding boundary to the point of commencement.

Kiripaka Riding.

The Kiripaka Riding boundary shall be amended accordingly by the transfer of Kahakaharoa No. 2 Block to the Hikurangi Riding, and the boundary alteration shall be deemed to be the northern and eastern boundaries of the amended Hikurangi Riding hereinbefore described.

Mangapai Riding.

There shall be added to the Mangapai Riding the whole of Limestone Island situated in Block XIII, Whangarei Survey District, and containing 88 acres 1 rood, and the boundary of the said Mangapai Riding shall be deemed to be altered accordingly.

Manaia Riding.

The Manaia Riding boundary shall be amended accordingly by the transfer of Limestone Island, which has been included in the altered Mangapai Riding hereinbefore described.

Wairua Riding.

There shall be added to the Wairua Riding that territory lying to its western boundary and at present forming part of the Maunu Riding, and the alteration to the said riding boundary shall be as follows: Commencing at a point where the south-eastern boundary of a State forest reserve in Block VIII, Mangakahia Survey District, intersects the Wairua Riding boundary, and bounded towards the south generally by a right line to a public road forming the eastern boundary of Section 2, Block VII aforesaid, by a right line across said public road to the north-eastern corner of the aforementioned section, by said section to the Hikurangi River, by a right line in continuation of the northern boundary of the aforementioned section across the Hikurangi River, and by that river to Section 8, being a subdivision of the Pipiwai No. 2 Block, by that section and Sections 6, 5B, 3, 2, and 1, all subdivisions of the aforementioned Native block, to the north-eastern corner of Section 1, Block VII aforesaid; thence towards the south-west generally by the last-mentioned section, the Kaikou No. 4 Block, and the Nukutawhiti Block to the county boundary. The remainder of the riding boundary shall remain unaltered.

Otonga Riding.

The present boundaries shall remain as at present, unaltered.

Waipu Riding.

The present boundaries shall remain as at present, unaltered.

Maunu Riding.

The present riding known as Maunu shall be divided into two ridings. The dividing-line shall be the Wairua River, commencing at a point where it intersects the Wairua Riding boundary in Block IX, Purua Survey District, thence on the south-east by the said river to its intersection with the Hobson County boundary. In the new Maunu Riding shall be all that portion of the present Maunu Riding lying to the east of the said Wairua River and within the boundaries as at present defined.

Mangakahia Riding (New Riding).

The Mangakahia Riding shall be all that area lying to the west of the Wairua River and contained within the present Maunu Riding, but subject to the alteration made in the Wairua Riding boundary as hereinbefore described. The said Mangakahia Riding shall include all that area of the present Maunu Riding as described in the New Zealand Gazette of 26th September, 1918, page 3349, lying to the west of the amended Wairua Riding hereinbefore described, save and except that area which has been included in the above-mentioned amended Wairua Riding.

PROHIBITION OF EXPORTATION OF MONEYS IN GOLD, SILVER, OR BANK-NOTES.

It is forbidden to export moneys, either French or foreign, in gold or silver under pain of imprisonment of from one month to two years and of a fine of from 100 to 5,000 francs, or of one only of these two imprisonments. Further, the gold or silver seized are confiscate as well as the means of transport. (Act of 17th August, 1915, and Decree of the 12th July, 1919.) Save by special authority of the Minister of Finance (Exchange Committee), it is also forbidden to travellers going
