elect one of themselves to be Chairman, who may join in the
discussion and shall have an original as well as a casting vote.
The Chairman shall hold office until the election of his suc-
cessor.

  1. Special meetings may be convened by the Chairman,
    provided that two days’ notice of any such meeting is given
    to each member, specifying the business to be transacted at
    such special meeting; and no other business than that so
    specified shall be transacted at such meeting.

  2. Any three members of the Board shall form a quorum.
    Any meeting may be adjourned from time to time.

  3. If at any meeting the Chairman is not present at the
    time appointed for holding the same, the members present
    shall choose one of their number to be Chairman of such
    meeting.

  4. If by resignation, death, incapacity, or otherwise the
    seat of any member shall be or become vacant, or if any
    member absents himself without reasonable cause from three
    consecutive meetings of the Board, the Governor-General shall
    have power to appoint any other person to be a member of
    the Board in his stead.

  5. All questions shall be determined by the majority of
    votes of the members of the Board present at a meeting.

  6. The Board shall have prepared and submitted at an
    annual meeting to be held in the month of April in each year
    a report of the proceedings of the Board for the previous
    year ending on the 31st day of March, together with a state-
    ment of the receipts and expenditure of the Board for such
    year. A copy of every such report and statement, certified
    by the Chairman to be correct, shall be sent to the Minister
    of Lands as soon as possible after each annual meeting.

  7. The Board shall control the said reserve and the build-
    ing erected thereon for the purposes of a public hall, and shall
    also afford settlers and residents of Wairau Valley and the
    surrounding district such facilities for meeting within the said
    hall as may from time to time be determined by the Board;
    provided that the Board shall have power to fix reasonable
    charges for the use of the said hall.

SCHEDULE.

ALL that land in the Marlborough Land District, containing
by admeasurement 2 roods, more or less, being Section 2,
Town of Wairau Valley. Bounded towards the north-east
by Morse Street, 120·4 links; towards the south-east by Sec-
tion 1 in the said town, 415·3 links; towards the south-west
by Section 10, Block IV, Mount Olympus Survey District,
120·4 links; and towards the north-west by Section 3 in the
said town, 415·3 links, to the point of commencement: be
all the aforesaid linkages more or less. As the same is de-
lineated on the plan marked L and S. 22/2495, deposited in
the Head Office, Department of Lands and Survey, at Wel-
ington, and thereon edged red. For a site for a public hall.

Regulations for the New Zealand Military Forces amended.

LIVERPOOL, Governor-General.

IN pursuance and exercise of the powers and authorities
conferred on me by the Defence Act, 1909, and its
amendments, I, Arthur William de Brito Savile, Earl of
Liverpool, the Governor-General of the Dominion of New
Zealand, do hereby amend, in the manner and to the extent
set forth in the Schedule hereto, the regulations for the
Military Forces of New Zealand made on the twenty-second
day of December, one thousand nine hundred and thirteen,
and published in the New Zealand Gazette of the twenty-
seventh day of January, one thousand nine hundred and
fourteen; and I do hereby declare that the amendments
hereby made shall take effect as from the date of publication
thereof in the Gazette.

SCHEDULE.

Regulations for New Zealand Military Forces, 1913.
APPENDIX IX.

New Zealand Long and Efficient Service Medal.

PARAGRAPH 21 is hereby revoked, and the following sub-
stitted:—

“21. (1.) The New Zealand Long and Efficient Service
Medal will be awarded to all members of the New Zealand
Military Forces, and to those who have retired from such
Forces, who have served efficiently in the New Zealand
Military Forces for sixteen consecutive years, or for a total
period of twenty years which need not necessarily be con-
secutive.

“(2.) Senior Cadets will be allowed to count one-half of
their efficient service in the Senior Cadets as qualifying ser-
vice for this medal; but those over the age of eighteen years
who have been retained for service as Senior Cadet N.C.Os.
will be credited with full-time service, if such be efficient,

performed by them subsequent to the date on which they
were due for posting to the Territorial Force.

“(3.) Half the period of efficient service in the Territorial
Force Reserve will be admitted as qualifying service.

“(4.) Providing applicants were members of the New
Zealand Military Forces during the period, their active service
overseas will be counted twofold. Active service during the
war of 1914–19 will be computed from date of embarkation
from New Zealand to date of disembarkation on return to
the Dominion, or date of discharge overseas, or date of
Declaration of Peace (28th June, 1919), whichever be the
earliest.

“(5.) For the purpose of this medal, applicants will be
credited with efficient service during such time as they may
have actually served—

“(a.) As members of the New Zealand Expeditionary Force
in New Zealand;

“(b.) As members of the Temporary Staff of the New
Zealand Forces, subsequent to the 5th August,
1914; or

“(c.) As officers with Territorial units having been called
up for such duty temporarily, subsequent to the
5th August, 1914, irrespective of the fact that
they may have been at the time officers on the
Reserve of Officers or Retired List.

“(6.) Except in cases as provided for in category (c) of
the preceding paragraph, service in the Reserve of Officers
or Retired List will not be admitted as qualifying service
for the purpose of this medal.

“(7.) In exceptional cases, where a break not exceeding
one year occurs in the service of an applicant, the decision
as to the validity or otherwise of the claim shall be given
by the G.O.C.

“(8.) The colour of the riband of the New Zealand Long
and Efficient Service Medal shall be crimson, with two white
stripes down the centre.”

General, this seventh day of June, one thousand
nine hundred and twenty, in the presence of—

Revoking Notices declaring Influenza to be an Infectious Disease
and also a Dangerous Infectious Disease.—P.H. No. 14.

LIVERPOOL, Governor-General.

WHEREAS by two notices, both dated the sixth day of
November, one thousand nine hundred and eighteen,
and published in the Gazette of the same date, the disease
called or known as influenza was severally declared to be an
infectious disease and also to be a dangerous infectious disease
within the meaning of the Public Health Act, 1908: And
whereas it is deemed expedient to revoke the said notices:
Now, therefore, in pursuance and exercise of the power
and authority conferred on him by section twelve of the
Public Health Act, 1908, and of every other power and autho-
rity enabling him in this behalf, His Excellency the Governor-
General of the Dominion of New Zealand doth hereby revoke
the above-recited notices severally declaring influenza to be an
infectious disease and to be a dangerous infectious disease.

As witness the hand of His Excellency the Governor-
General, this eleventh day of June, one thousand
nine hundred and twenty.
