HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers vested in him by the Public Works Act, 1908, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the portion of road described in the Schedule hereto shall, on and after the date of this Order in Council, become a Government road.

License authorizing the Palmerston North Borough Council to erect Electric Lines within the Borough of Palmerston North.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section two of the Public Works Amendment Act, 1911, it is provided that no person shall lay, construct, place, put up, or use any electric line except under the authority of a license issued by the Governor-General in Council under that Act:
And whereas the Palmerston North Borough Council (hereinafter referred to as “the licensee”), desires to erect lines within the area of supply as defined in the Schedule hereto, and hereinafter called “the area of supply,” and it is expedient accordingly to issue a license in respect thereof under the said section:
Now, therefore, in pursuance and exercise of the powers conferred upon him by the said section, and of all other powers in anywise enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth, subject to the conditions set forth in the Schedule hereto, and to the regulations made under section two of the aforesaid Act, dated the twenty-second day of September, one thousand nine hundred and nineteen, and published in the New Zealand Gazette of the twenty-fifth day of September, one thousand nine hundred and nineteen, or any regulations hereafter made in substitution therefor, and hereinafter collectively referred to as “the regulations,” hereby authorize the licensee to erect and maintain electric lines for lighting, power, and heating purposes within the area of supply hereinafter described, such electric lines at present proposed to be erected being indicated by means of red lines shown on the plan marked P.W.D. 47820, and deposited in the office of the Minister of Public Works at Wellington, in the Wellington Land District.
SCHEDULE.
- AREA OF SUPPLY.
THE area of supply comprises the Borough of Palmerston North as at present constituted, as indicated by a distinctive border coloured brown on the plan marked P.W.D. 47820, hereinbefore referred to.
- SYSTEM OF SUPPLY.
The system of supply shall be as described in paragraphs (c), (e), and (g) of clause 3 of the regulations. The generating voltage shall be approximately 3,300 volts between the terminals.
- DATUM TEMPERATURE.
For the purpose of calculating the stresses as provided in clause 15 of the regulations, the datum temperature shall be taken as 12 degrees Fahrenheit.
- CHARGES FOR ELECTRIC ENERGY.
The charge for electrical energy shall not exceed 1s. per unit for lighting purposes, and 5d. per unit for motor-power, heating, or cooking purposes; provided that “lighting purposes” shall include the operation of motor generators for lighting purposes.
- DURATION OF LICENSE.
This license shall, unless sooner determined in accordance with the provisions hereinafter expressed, continue in force for a period of forty-two years from the date hereof. Upon the expiry of the said term, or upon the sooner determination of this license by revocation or otherwise, all rights hereby granted to the licensee shall thereupon cease and determine; but such expiration or determination shall not relieve the licensee of any liability theretofore incurred under this license.

Regulations for a System of Ballot under the Land Act, 1908, and the Land for Settlements Act, 1908.

ORDER IN COUNCIL.
At the Government House at Wellington, this twelfth day of April, 1920.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by sections three and one hundred and six of the Land Act, 1908, and section eighty-four of the Land for Settlements Act, 1908 (hereinafter termed “the said Acts”), it is enacted that the Governor-General may make regulations as to the mode in which ballots are to be conducted and for preference being given to certain applicants at such ballots:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred by the said Acts, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the regulations for a system of ballot made under the Land Act, 1908, and the Land for Settlements Act, 1908, and published in the New Zealand Gazette of the eleventh day of March, one thousand nine hundred and nine, and doth hereby make the following regulations in lieu thereof; and doth also declare that such revocation shall take effect and these regulations shall come into force on the day of the publication thereof in the New Zealand Gazette.
REGULATIONS.
- ON the day appointed for receiving applications for land, each application as it is received shall be numbered in consecutive order.
PREFERENCE AT BALLOT.
Examination of Applicants.
- Before taking a ballot or otherwise disposing of applications for land the Board may, in such manner as it thinks fit, inquire into all matters affecting an applicant’s suitability or his right of preference under the said Acts, or the Discharged Soldiers Settlement Act, 1915, and may reject
