THE following notice, received from the Mayor of the
Council of the Borough of Palmerston North, is pub-
lished in accordance with the provisions of the Local Bodies'
Loans Act, 1913.

PALMERSTON NORTH BOROUGH COUNCIL.
Result of Poll on Proposal to raise a Loan.
In pursuance of section 12 of the Local Bodies' Loans Act,
1913, I hereby give notice that the poll of ratepayers of the
Borough of Palmerston North taken on the 24th day of
March, 1920 on the proposal of the Palmerston North Borough
Council to borrow the sum of £110,000 for the following
purposes:-
(1.) £46,000 for the purpose of completing the construction
of an electric tramway, on the overhead-trolley
system, over a route of about 5½ miles, together
with the necessary equipment:
(2.) £54,000 for the purpose of completing the construction
of the electric lighting and power plant within the
borough:
(3.) £5,000 for the purpose of extending the electrical
reticulation within the borough:
(4.) £5,000 for the purpose of purchasing electrical fittings
and stock:
resulted as follows: For the proposal, 728; against the
proposal, 844.
I therefore declare the proposal lost.

OTAGO HARBOUR.--LIGHTS ESTABLISHED AT ENTRANCE.

WITH reference to Notice No. 63 of 1919, the Otago
Harbour Board notifies that two unwatched Aga
lights have been erected to mark the course clearing the end
of the mole, the structure and light formerly marking the
end of the mole having been washed away. The front light,
flashing every two seconds, is situated in red beacon No. 2
to the southward of Harrington Point. The rear light, flash-
ing every second, is placed in a rectangular beacon situated
on shore above the Kaik Dairy Factory. The seaward face
of both beacons is painted with black and white horizontal
stripes.
The line of flashing lights 186° (S. 11° 30' E. magnetic)
intersects the line of main leading-lights at a point where
the line of mole if produced would cut.
Inward-bound vessels should keep the main leading-lights
in line until the flashing lights come into line. At this point
the vessel is off the mole-end and hauls up as usual. Out-
ward-bound vessels after passing Harrington Point should
keep the flashing lights in line until the main leading-lights
come into line, then they proceed as usual.

THE following notice, received from the Chairman of the
Western Taieri Land Drainage Board, is published in
accordance with the provisions of the Local Bodies' Loans
Act, 1913.

WESTERN TAIERI LAND DRAINAGE BOARD.
Special Order making Special Rate.
RESOLVED, by way of special resolution to operate as a
special order, that the Western Taieri Land Drainage Board,
in pursuance and exercise of the powers vested in it in that
behalf by the Taieri Land Drainage Act, 1910, the Taieri
Land Drainage Act, 1912, the Taieri Land Drainage Act,
1917, the Land Drainage Act, 1908, and the Local Bodies'
Loans Act, 1913, hereby resolves as follows:--
That, for the purpose of providing the interest and other
charges on a loan of £1,900, authorized to be raised by the
Western Taieri Land Drainage Board, under the above-
mentioned Acts, for the purpose of reconstructing embank-
ments and outlet-box, also pumping-works, the said Western
Taieri Land Drainage Board hereby makes and levies a
special rate on all the rateable land within the Western
Taieri Land Drainage District as follows, namely,--
On all lands in Class "A": Twopence per acre.
On all lands in Class "B": One penny and thirteen-
fifteenths of a penny per acre.
On all lands in Class "C": One penny and eleven-
fifteenths of a penny per acre.
On all lands in Class "D": One penny and nine-
fifteenths of a penny per acre.
On all lands in Class "E": One penny per acre.
On all lands in Class "F": Two-thirds of a penny per
acre.
And that such special rate shall be an annual-recurring
rate during the currency of such loan, and be payable yearly
on the first day of August in each and every year during the
currency of such loan, being a period of thirty-six years and a
half, or until the loan is fully paid off.
We hereby certify that the above is a true copy of a special
resolution, to operate as a special order, made or adopted at a
special meeting of the Western Taieri Land Drainage Board
held on the 27th day of February, 1920; that public notice
thereof was given in the Evening Star newspaper of 28th
February, 6th, 13th, and 20th March, 1920; and that the
said special order was confirmed at the ordinary monthly
meeting of the Board held at Mosgiel this 26th day of March,
1920.
Given under the common seal of the Western Taieri Land
Drainage Board at Mosgiel, this 26th day of March, 1920.
