Amending Regulations under the Discharged Soldiers Settlement Act, 1915.

ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-third day of December, 1919.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers and authorities conferred upon him by the Discharged Soldiers Settlement Act, 1915 (hereinafter referred to as “the said Act”), His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend, in the manner set forth in the Schedule hereto, the regulations under the said Act made on the twentieth day of August, one thousand nine hundred and eighteen, and published in the New Zealand Gazette of the twenty-second day of August, one thousand nine hundred and eighteen.
SCHEDULE.
CLAUSE 22 of the said regulations is hereby amended by adding after subclause (d) thereof the following subclause:—
(dd.) In such cases as the Minister may approve, an advance may be made to any person hereafter assisted to acquire land under section 2 of the Discharged Soldiers Settlement Amendment Act, 1917, for the purpose of enabling such person to pay any stamp duty payable on any transfer, conveyance, or assignment of such land to himself.
Notwithstanding anything to the contrary in subclause (d) hereof, the maximum amounts fixed for advances therein may be increased by such amount as may be advanced under this subclause.

Amending Rules as to Life-saving Appliances for Ships.

At the Government House at Wellington, this twenty-third day of December, 1919.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by Order in Council dated the eighteenth day of September, one thousand nine hundred and sixteen, and published in the New Zealand Gazette No. 107, of the twenty-first day of the same month, additional rules were made as to life-saving appliances for ships:
And whereas by Order in Council dated the eighteenth day of March, one thousand nine hundred and eighteen, and published in the New Zealand Gazette No. 45, of the twenty-eighth day of the same month, clause three of the rules made by the hereinbefore-recited Order in Council was revoked and a new rule made in lieu thereof:
And whereas by Order in Council dated the seventeenth day of December, one thousand nine hundred and eighteen, and published in the New Zealand Gazette No. 168, of the nineteenth day of the same month, the new rule three made by the said Order in Council of the eighteenth day of March, one thousand nine hundred and eighteen, was revoked and a new rule made in lieu thereof:
And whereas it is desirable to revoke clause three of the Order in Council of the seventeenth day of December, one thousand nine hundred and eighteen, and to make a new rule in lieu thereof:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power conferred upon him by section one hundred and ninety-seven of the Shipping and Seamen Act, 1908, and of all other powers enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke clause three of the said Order in Council of the seventeenth day of December, one thousand nine hundred and eighteen, and doth hereby substitute the following clause therefor, viz.:—
“3. Life-jackets previously passed.—Until the 1st July, 1920, any life-jacket which has been previously passed by a Marine Department Surveyor as part of the statutory equipment of a vessel may be accepted as part of the statutory equipment of the same vessel so long as it remains in good condition. On and after that date no life-jacket should be passed unless it complies with the conditions stated in paragraph 2 of the hereinbefore-recited Order in Council of the 18th September, 1916.”

Amending Regulations as to Shipment and Landing of Petroleum.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-third day of December, 1919.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by Order in Council dated the ninth day of December, one thousand nine hundred and eighteen, and published in the New Zealand Gazette of the twelfth day of the same month, regulations were made with respect to landing, shipping, transshipping, and removal of petroleum:
And whereas by Orders in Council dated the fourth day of February, one thousand nine hundred and nineteen, and the eleventh day of March, one thousand nine hundred and nineteen, and published in the New Zealand Gazette of the thirteenth day of February, one thousand nine hundred and nineteen, and the twentieth day of March, one thousand nine hundred and nineteen, respectively, additional regulations were made amending the aforesaid regulations:
And whereas it is desirable to make additional regulations:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers conferred upon him by section thirty-three of the War Legislation and Statute Law Amendment Act, 1918, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following additional regulations, which shall be read with and form part of the said regulations of the ninth day of December, one thousand nine hundred and eighteen.
REGULATIONS.
- It shall be an offence to ship petroleum on any vessel unless such petroleum is contained in sound tins or other receptacles that are so constructed and made of material sufficiently thick and strong as to prevent any leakage.
- It shall be an offence to ship petroleum in tins or other receptacles from which there is any leakage whilst such petroleum is being shipped on or unshipped from any vessel or is being carried on any vessel.
- Every person who commits a breach of these regulations shall be liable to a fine not exceeding £100.

Apportionment of Representation on Banks Peninsula Electric-power Board.

ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-third day of December, 1919.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS, in pursuance of the powers vested in the Governor-General by the Electric-power Boards Act, 1918, a Proclamation was issued on the twentieth day of December, one thousand nine hundred and nineteen, constituting the Banks Peninsula Electric-power District to be a district under and for the purposes of the said Act:
And whereas the said Act requires that the number of representatives of each constituent district in the said district shall be such as is determined from time to time in each case by the Governor-General by Order in Council:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred upon him by the said Act, doth hereby determine with respect to the Banks Peninsula Electric-power District as follows:—
The number of representatives of each constituent district on the Board of the said district shall be the number specified in the second column of the Schedule hereto opposite the name of that constituent district.
