County of Whangaroa was taken on the 28th day of June, 1919, on the proposal of the County Council to borrow the sum of £5,000 for forming and metalling portions of the Great North Road passing through the county, and £1,500 for road machinery.
The number of votes recorded for the proposal was 167, and the number of votes recorded against the proposal was 11.
I therefore declare that the proposal was carried.

PURSUANT to section 12 of the Local Bodies’ Loans Act, 1913. I hereby give notice that at a poll of the ratepayers of the Eketauna County Council taken on the 17th day of July, 1919, on the proposal of the Eketauna County Council to borrow the sum of £4,000 for the purpose of purchasing road-making machinery, the number of votes recorded for the proposal was 181, and the number of votes recorded against the proposal was 62.
I therefore declare that the proposal was carried.

Fitzherbert Riding.—Notice of Result of Poll on Proposal to raise a Loan.
PURSUANT to section 12 of the Local Bodies’ Loans Act, 1913, I hereby give notice that at a poll of the ratepayers of the Fitzherbert Riding of the County of Kairanga taken on the 17th day of July, 1919, on the proposal of the Kairanga County Council to borrow the sum of £2,400 for the purpose of erection of workmen’s cottages and purchase of necessary land for the Fitzherbert Riding, the number of votes recorded for the proposal was 37, and the number of votes recorded against the proposal was 3.
I therefore declare that the proposal was carried.

Taonui Riding.—Notice of Result of Poll on Proposal to raise a Loan.
Pursuant to section 12 of the Local Bodies’ Loans Act, 1913, I hereby give notice that at a poll of the ratepayers of the Taonui Riding of the County of Kairanga taken on the 17th day of July, 1919, on the proposal of the Kairanga County Council to borrow the sum of £2,300 for the purpose of purchasing one motor lorry, and the expenditure of the balance in plant, for the Taonui Riding, the number of votes recorded for the proposal was 79, and the number of votes recorded against the proposal was 31.
I therefore declare that the proposal was carried.

Mangaone Riding.—Notice of Result of Poll on Proposal to raise a Loan.
Pursuant to section 12 of the Local Bodies’ Loans Act, 1913, I hereby give notice that at a poll of the ratepayers of the Mangaone Riding of the County of Kairanga taken on the 17th day of July, 1919, on the proposal of the Kairanga County Council to borrow the sum of £2,300 for the purpose of purchasing one motor lorry, and the expenditure of the balance in plant, for the Mangaone Riding, the number of votes recorded for the proposal was 16, and the number of votes recorded against the proposal was 18.
I therefore declare that the proposal was lost.

By-laws, New Zealand Government Railways.—By-laws regulating Passenger Traffic on the Railways.
IN exercise of the powers conferred upon me by the Government Railways Act, 1908, I, William Herbert Herries, Minister of Railways, do hereby make the by-laws set forth in the Schedule hereto, regulating the passenger traffic on the Government railways, and I do hereby declare that such by-laws shall come into force on the 4th day of August, 1919.
SCHEDULE.
BY-LAWS.
- (a.) No person shall travel or attempt to travel on a railway without having previously obtained a permit in writing so to do from a railway officer.
(b.) Such a permit will be granted only in respect of a specified journey, and will be granted only on its being established to the satisfaction of the railway officer that such journey is reasonably necessary, and that it is not merely or principally for pleasure or any other non-essential purpose.
(c.) No person shall purchase or attempt to purchase a railway ticket for any journey unless and until a permit for that journey has been duly obtained.
(d.) Every person who has obtained a permit for any journey as aforesaid shall carry the permit with him on that journey, and shall show and deliver up the same whenever required so to do by any railway officer for any purpose whatsoever.
(e.) This by-law shall not apply to persons making a journey for which tickets at suburban fares in accordance with regulation (51) Part (1) of the railway tariff gazetted on the 17th day of December, 1912, are issuable.
(f.) This by-law shall not apply to a person travelling on a railway under the authority of a season ticket or free pass, or in pursuance of a contract entered into before the coming into operation of this by-law entitling him to travel on that railway.

No person shall obtain or attempt to obtain any such permit as aforesaid by knowingly making any false representation to any railway officer, and no person shall transfer or attempt to transfer any such permit, and no person shall use or attempt to use any such permit which has been issued to or in the name of any other person, and no person shall use or attempt to use any such permit for any other journey or on any other day or days than that or those in respect of which the same was issued.

Any person who commits a breach of the foregoing by-laws shall be liable to a fine not exceeding £10.

Notice fixing the Closing-hours of Tobacconists’ Shops in the City of Dunedin, under the Shops and Offices Act, 1908.
WHEREAS a requisition in writing, signed by a majority of the occupiers of all the tobacconists’ shops in the City of Dunedin, has been forwarded to me, desiring that all such shops in the city shall be closed in the evening of working-days as follows: Subject to closing at not later than 1 p.m. on the day observed as the statutory half-holiday, on Mondays, Tuesdays, Wednesdays, and Thursdays at 7 p.m., and on Fridays at 9 p.m., with the following exceptions—(1) the working-day immediately preceding and the day of any race meeting held at Wingatui or Forbury Park, when the closing-hour shall be 9 p.m.; (2) should any shop affected by this requisition be closed for the whole day on any day generally observed in the City of Dunedin as a public holiday, the closing-hour for any such shop on the working-day immediately preceding any such public holiday shall be 11 p.m.; (3) should the occupier of any shop affected by this requisition observe Saturday as the statutory closing-day in any week, then and in such case there shall be no fixed closing-hour on Friday for any such shop in that week, and the closing-hour on Wednesday for any such shop in that week shall be 9 p.m.; (4) the working-days in the week commencing on the Monday immediately preceding Christmas Day, the working-days in the week commencing on the Monday immediately preceding New Year’s Day, and the working-days
