Regulations under the Census and Statistics Act, 1910.
LIVERPOOL, Governor-General.
IN pursuance and exercise of the powers and authority conferred on me by the Census and Statistics Act, 1910, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby make the following regulations prescribing the method in which the statistical information required to be furnished under section 21 (f) of the Census and Statistics Act, 1910, shall be collected by the Statistician.
REGULATIONS.

THE owner of every factory shall upon request, and within such time or times as he may be required by the Statistician so to do, furnish annually to the Statistician, or whomever he may appoint, the particulars specified in the form set out in the First Schedule hereto, together with the particulars specified in such one of the forms set out in the Second Schedule hereto as is applicable in accordance with the instructions accompanying those forms, and shall sign the forms and transmit them by post or otherwise to the Statistician or the officer appointed by him.

In the preceding regulation—
“Owner” includes the manager or person for the time being in charge of a factory; and
“Factory” includes—
(1.) All establishments engaged in the manufacture, repair, or preparation of articles for wholesale or retail trade or for export which—
(a.) Use motive power (with the exception of bakeries, butcheries, laundries, smithies, waterworks, shops engaged in retail trade only, and farmers or others using motive power for their own individual and private use);
(b.) Employ two or more hands, inclusive of working proprietors (with the exceptions specified in the last preceding subsection).
(2.) All the following, whether falling under (1) (a) or (1) (b) or not: Tanneries, bacon, butter, cheese, soap, or candle factories, brickyards, and lime-works.

NOTE.—In case of workpeople employed at daily or hourly rates the corresponding weekly rates and the number employed at each such rate must be given. In case of piece-rates the average weekly earnings of an ordinary worker and the number employed at each rate must be specified.
