Provided that if any person is available and otherwise eligible who has at any time passed the Civil Service Senior Examination, or the examination hereinafter called the Senior Examination, or the Matriculation Examination of the New Zealand University, although in any of these cases he may not have passed the Entrance Examination, he shall take precedence over candidates who have passed the Entrance Examination only; and provided further that the Commissioner may, if he thinks fit, give preference to an applicant who is an honourably discharged member of the New Zealand Expeditionary Force, and who has at any time passed the Entrance Examination or its equivalent. Every applicant for examination shall state in his application whether he is willing to accept appointmentβ
(a.) In any part of New Zealand in which a vacancy may occur, or only in some particular part of New Zealand:
(b.) In any Department of the Public Service in which a vacancy may occur, or only in some particular Department or Departments.
