dule hereto shall, on and after the date of this Order in
Council, become a county road.

SCHEDULE.

ALL that portion of the Marakopa River to Mahoenui Road,
in the Auckland Land District, Awakino County, commencing
at its junction with Haku Road, and proceeding thence
generally in a southerly direction, adjoining or passing through
Section 12, Block VI, and Sections 4 and 3, Block X, Maunga-
mangero Survey District, and terminating at the boundary
between the said Section 3 and Puketiti No. 1 Block; being a
distance of 2 miles 61 chains, more or less. As the said portion
of road is more particularly delineated on the plan marked
P.W.D. 45998, deposited in the office of the Minister of Public
Works at Wellington, in the Wellington Land District, and
thereon coloured red.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this twelfth
day of May, 1919.

Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING
IN COUNCIL.

WHEREAS by section twenty-six, subsection one, of
the Appropriation Act, 1915, it is provided that,
notwithstanding any Act to the contrary, it shall not be
lawful or competent for any local authority or for any
Harbour Board, during the present war with Germany, to
borrow or contract to borrow any money (otherwise than by
way of bank overdraft within the limit of its powers, if any,
in that behalf), whether from the State Advances Office or
from any other source whatever, and whether in pursuance
of a special Act or under any other authority whatever,
without the precedent consent of the Governor-General in
Council:

And whereas application has been made for the consent
of the Governor-General in Council to enable the several
local authorities mentioned in the Schedule hereto to borrow
the loans set out in column "B" therein:

And whereas it is expedient that the precedent consent of
the Governor-General in Council should issue :

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doth hereby consent to the raising of the loans hereinafter
mentioned by the several local authorities set out in the
Schedule hereto, provided that the rate of interest at which
the loans or any of them are to be raised shall in no case
produce to the lender a return exceeding five and one-quarter
pounds per centum per annum; and it is hereby declared
that this Order in Council is made under the provisions in
that behalf of the Appropriation Act, 1915, and shall operate
accordingly as a consent of the Governor-General in Council
to the raising of the loans hereby authorized.

Declaring Portion of Mangaorapa Block Road, in the Patangata
County, to be a County Road.

IN pursuance and exercise of the powers vested in him
by Public Works Act, 1908, and of all other
powers in anywise enabling him in this behalf, His Excel-
lency the Governor-General of the Dominion of New Zea-
land, acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby order
and declare that the portion of road described in the Sche-
dule hereto shall, on and after the date of this Order in
Council, become a county road.

SCHEDULE.

ALL that portion of the Mangaorapa Block Road, in the
Hawke's Bay Land District, Patangata County, commencing
at a point on the main Waipukurau - Porangahau Road
at about twenty-six miles from Waipukurau, near the south-
east corner of Section 81, Block VII, Porangahau Survey
District, proceeding thence in a south-westerly direction
through Sections 81 and 82, Porangahau Suburban Sections,
Block VII, Porangahau Survey District, thence proceeding
in a south-westerly and westerly direction through Section
Mangaorapa No. 14, Block VII, Porangahau Survey District,
and thence in a north-westerly direction through Section
Mangangarara No. 1, Blocks VII and VI, Porangahau Survey
District, and terminating at a point in the said Section
Mangangarara No. 1 near the eastern boundary of Block VI,
Porangahau Survey District, on the Kaipara Horua Stream;
being a distance of 1 mile 20 chains, more or less. As the
said portion of road is more particularly delineated on the
plan marked P.W.D. 45991, deposited in the office of the
Minister of Public Works at Wellington, in the Wellington
Land District, and thereon coloured yellow and marked A-B.
