Amending Regulations under Section 34 of the War Legislation and Statute Law Amendment Act, 1918, imposing Conditions on the Sale of Standing Timber, &c.

WHEREAS by Order in Council dated the eighteenth day of March, one thousand nine hundred and nineteen, and published in the Gazette of the twenty-seventh day of the same month, regulations were made under the authority of subsection six of section thirty-four of the War Legislation and Statute Law Amendment Act, 1918, imposing conditions on the sale of standing timber and on the grant of licenses to cut standing timber on public or on private lands of any tenure:
And whereas it is desired to limit the operation of the said regulations in the manner and to the extent hereinafter set forth:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power conferred on him by the said section thirty-four, and of all other authorities enabling him in this behalf, doth hereby amend the hereinbefore-recited regulations in the manner set forth in the Schedule hereto.
SCHEDULE.
The regulations hereinbefore referred to shall not apply in respect of any timber intended for exclusive use for mining purposes under the Mining Act, 1908, or for coal-mining purposes under the Coal-mines Act, 1908.

Amendment to the Regulations for Staffing of Schools.

At the Government Buildings at Wellington, this twenty-ninth day of April, 1919.

THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the amendment hereinafter set forth in the regulations made on the seventeenth day of December, one thousand nine hundred and eighteen, for the Staffing of Schools; and doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.
REGULATION.
STAFFING OF SCHOOLS.
The regulations for the Staffing of Schools are hereby amended by the insertion of the following clause:—
41A. If circumstances make it appear expedient that a modification of the staffing otherwise provided by these regulations is reasonable and necessary for the proper conduct of any school or department, the Minister may authorize the Board to modify the staffing in such manner, and for such period not exceeding three months, as he thinks fit. Any teacher temporarily appointed in accordance with such modification shall be paid such salary and allowance as the Minister may approve; provided that in no case shall the total salaries and allowances payable to the staff exceed the total which would have been payable had the modification in staffing not been authorized.

Regulations relating to Organizing Teachers.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, and section thirty-six of the War Legislation and Statute Law Amendment Act, 1918, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the regulations hereinafter set forth; and doth hereby declare that this Order shall come into force on the date of the publication thereof in the New Zealand Gazette.
REGULATIONS.
ORGANIZING TEACHERS.
- The powers and duties of an organizing teacher appointed under section 36 of the War Legislation and Statute Law Amendment Act, 1918, shall be as follows:—
(a.) To assist the head or sole teacher of the schools placed under his supervision with regard to organization, schemes of work, methods of teaching, and other matters affecting the efficiency of the school. Also to advise and direct uncertificated teachers with regard to their course of study.
(b.) To visit regularly each of the schools under his supervision, and to illustrate by actual teaching the matters concerning which he has advised the head or sole teacher.
(c.) To take charge as occasion arises of the whole of the school work in any school under his supervision for a longer or shorter period, not exceeding one week at any one time, and to this end he shall, for such period, be deemed to possess all the powers of the head or sole teacher of the school.
(d.) With the approval of the Senior Inspector of the district, to call together at convenient times and places any or all of the teachers in the schools under his supervision, and to discuss with them in conference matters relating to the efficiency of their schools.

With regard to the general policy and method of directing the work of the teachers in the schools under his supervision, the organizing teacher shall in all cases first obtain the approval of the Senior Inspector of Schools, or of an Inspector selected by the Senior Inspector of Schools, and shall in all respects, so far as circumstances permit, conform in his practice to the practice so approved by the Inspector.

The organizing teacher shall keep a diary showing the distribution of the time actually spent in the schools under his supervision, and the lessons given by him in each school. This diary shall be submitted each month to the Senior Inspector of Schools for his perusal.

The organizing teacher shall have a general responsibility for the system of organization, teaching, and control adopted in the schools under his supervision, but the head or sole teacher in each case shall be responsible for the execution of the plan outlined or demonstrated for his guidance and for the efficiency of its application. The head or sole teacher of each school shall also be responsible for the tone and discipline of the school, and for its general control subject to the policy adopted in consultation with the organizing teacher.

An organizing teacher shall receive travelling-allowances and travelling-expenses in accordance with the scale and conditions for the time being prescribed in the regulations made under the Public Service Act, 1912, or any amendment thereof, in the case of officers of the Civil Service.

Any Education Board desirous of appointing an organizing teacher or teachers under section 36 of the War Legislation and Statute Law Amendment Act, 1918, shall forward to the Department a statement showing the schools which it is proposed that an organizing teacher should supervise. The statement must also indicate the salary proposed to be paid, not being a salary in excess of the maximum salary prescribed by that section.

On the receipt of approval by the Minister of the proposal so made the Board shall, by public advertisement, invite applications for the vacant position, and, after consideration thereof and consultation with the Senior Inspector, shall forward to the Minister a statement showing the names and qualifications of all the applicants, and shall at the same time indicate the applicant whom the Board proposes to appoint to the position, subject to the Minister’s approval.
