Officer authorized to convene Courts-martial and to confirm Findings and Sentences thereof.
LIVERPOOL, Governor-General
IN pursuance and exercise of the powers conferred by section thirteen of the Defence Amendment Act, 1912, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby authorize the undermentioned officer to convene general or district Courts-martial for the trial under that Act of such persons subject to military law as are for the time being under or within the territorial limits of his command; and empower such officer to confirm the findings and sentences of general or district Courts-martial, whether passed before or after the issue of this Warrant:—

Amending Regulations for the Military Forces of New Zealand.
LIVERPOOL, Governor-General.
IN pursuance and exercise of the powers and authority conferred on me by the Defence Act, 1909, and its amendments, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby amend, in the manner and to the extent set forth in the Schedule hereto, the regulations for the Military Forces of New Zealand made on the twenty-second day of December, one thousand nine hundred and thirteen, and published in the New Zealand Gazette of the twenty-seventh day of January, one thousand nine hundred and fourteen; and I do hereby declare that the amendments hereby made shall take effect as from the date of publication thereof in the Gazette.
SCHEDULE.
SECTION IV.
Reserve of Officers.

PARAGRAPH 122 is hereby revoked, and the following substituted:—
“122. Officers on the Reserve of Officers will be called upon to perform such annual training as may from time to time be laid down by the General Officer Commanding. Should any officer neglect to carry out this annual training his name will be removed from the Reserve of Officers.” -
After paragraph 124 add the following:—
“124A. The commission of an officer on the Reserve of Officers who is fit for military service, but who neglects to serve when recalled for duty, shall be cancelled.”
Retired List.
- Paragraph 126 is amended by adding the following sentence at the end of the paragraph: “Service on the Reserve of Officers shall count as half time towards the fifteen years’ commissioned service above mentioned.”
Retirements.

After paragraph 132 add—
“132A. An officer of the Territorial Force shall be liable to be summarily dismissed from the Defence Forces at any time for misconduct.” -
Paragraph 133 is hereby revoked, and the following substituted:—
“133. An officer of the Territorial Force may be required to resign his commission if he is—
“(1.) Absent without leave for more than three months;
“(2.) Unsatisfactorily reported on in two successive years;
“(3.) Found to be medically unfit.
“Any officer required to resign his commission on the ground of being unsatisfactorily reported on may, within one month of being so required, appeal, and such appeal will be forwarded for consideration by a Board of Officers nominated for that purpose by the General Officer Commanding. If after three months of being so required to resign, or in the case of appeal after three months from the promulgation of the decision of the Board of Officers, any officer so required to resign neglects or refuses to do so, his commission shall be cancelled under section 5 (a) of the Defence Act, 1909.”
SECTION VIII.
Annual Training in Camp.
- Paragraph 259, as amended by New Zealand Gazette dated 18th June, 1914, is hereby revoked, and the following substituted:—
“259. Every officer and soldier of the Territorial Force will be required to carry out annual training in camp as prescribed in paragraph 247. Attendance at a hospital or other selected institution (for N.Z.M.C.), in defence-works, or at manœuvres may be counted as annual training in camp. Officers of the Unattached List will be called upon to perform such annual training as may from time to time be laid down by the General Officer Commanding. Should any officer fail to carry out this annual training his commission will be cancelled.”

Approving the Women’s Mutual Aid Society’s Fund under the War Contributions Validation Act, 1914 (No. 2).
LIVERPOOL, Governor-General.
WHEREAS by section two of the War Contributions Validation Act, 1914 (No. 2), (hereinafter referred to as “the said Act”), it is enacted as follows:—
Contributions, whether in money or kind, may be made by any local authority or body of persons, whether corporate or unincorporate, other than private trustees under a settlement or will,—
(a.) For the relief of distress occasioned by the war in which His Majesty is at present engaged, whether such distress exists in New Zealand or elsewhere in the British Dominions, or in any country allied to His Majesty;
(b.) For any patriotic objects approved for the purposes of this Act by the Governor-General.
Provided that every such contribution is paid either—
(i.) Into a public fund established by the Government, or by any local authority, for the purposes of such relief of distress, or patriotic objects; or
(ii.) Into a fund established by persons other than the Government or a local authority, where such fund and the conditions of control and expenditure thereof are approved for the purposes of this Act by the Governor-General:
And whereas certain persons in the Provincial District of Auckland have formed themselves into an association known as the Women’s Mutual Aid Society for the following purposes—namely, to raise funds for patriotic purposes, as follows:—
(1.) For benefit of sick and wounded soldiers and their dependants;
(2.) Assisting recruiting, including the providing of personal equipment, where necessary;
(3.) Providing necessaries and comforts for men at the front and in hospitals;
(4.) Providing contributions to hospital ships and institutions who are ministering to the needs of our soldiers and their dependants;
(5.) Raising money for the entertainment of men going to and returning from the front:
And whereas the said Society has established a fund for the promotion of the objects hereinbefore expressed, and has submitted the said fund and the conditions of control and the expenditure thereof for approval, as required by the hereinbefore-quoted provisions of the said Act:
Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby approve for the purposes of the said Act—
(1.) The fund hereinbefore referred to, established by the Women’s Mutual Aid Society; and
(2.) The conditions of control and expenditure of the said fund, as set out in the rules adopted by the said Society on the ninth day of May, one thousand nine hundred and sixteen.
