Where a teacher is provided with a boardinghouse or hostel which he conducts for his own profit, the salary required to be paid may be reduced by a sum equal to the rental value of such boardinghouse or hostel.

Where a teacher is provided with free board and lodging the salary required to be paid may be reduced by a sum equal to the value of such board and lodging.

The average salary of all the full-time assistant masters in any secondary school who are graduates or holders of teachers’ certificates shall not be less than £320 per annum.

The average salary of all the full-time assistant mistresses in any secondary school who are graduates or holders of teachers’ certificates shall not be less than £250 per annum.

The salary paid to any full-time assistant teacher shall not be less than £150 per annum.

The number of full-time assistant masters and mistresses in any secondary school (exclusive of the lower department, if any) shall not be less than one for every twenty-five pupils in average attendance; provided that in special circumstances, with the previous approval of the Minister, any other arrangement of the staff, securing as nearly as possible equal efficiency, may be made.

The number of pupils under instruction by one teacher at any time shall not exceed thirty-five, unless under exceptional circumstances approved by the Minister.

The total amount expended by the governing body of any secondary school (or schools, having endowments in common) on the salaries of the teaching staff or staffs (exclusive of the lower department) for any calendar year shall not be less than the sum of the following amounts diminished by an amount for incidental and other similar purposes not exceeding a capitation of £2 for each full-time pupil on the roll on the 1st day of March (exclusive of pupils in any lower department):
(a.) The amount payable by the Government to the governing body under the Second Schedule to the Education Amendment Act, 1919;
(b.) The amount of tuition fees received during the year for paying pupils (exclusive of pupils in any lower department);
(c.) An amount equal to the net annual income from endowments, but not exceeding £15 for each full-time free pupil in attendance at the school:
Provided that in exceptional cases, where it is shown to the satisfaction of the Minister that a larger expenditure on incidental expenses than a capitation of £2 is necessary, the deduction for that purpose may be increased and a corresponding reduction made in the amount expended on salaries: Provided further that for the nine months ending on the 31st day of December, 1919, the amount expended on salaries shall be at a rate proportional to the amount that would be payable had these regulations been in operation throughout the year.
SECOND SCHEDULE.
The capitation allowance payable for part-time free pupils in attendance at classes approved beforehand for the purpose by the Minister shall be at the rate of 4d. for every hour of attendance of each pupil; provided that, at the discretion of the Minister, this rate of capitation may be increased to an amount not exceeding the rate of capitation payable for free pupils taking the same subjects or courses at a technical school, but not exceeding 6d. in any such case.
THIRD SCHEDULE.
Notwithstanding anything to the contrary in the Regulations regarding Free Places in Secondary Schools and District High Schools, made by Order in Council of the 9th July, 1917, the governing body of a secondary school may admit a pupil duly qualified for a free place in accordance with the aforesaid regulations to a free place in the school in order to receive instruction as a part-time pupil in such subjects and on such conditions as may be approved by the Minister, and in such case the provisions of clauses 6 and 10 of the aforesaid regulations regarding subjects of instruction and units of work shall not apply.
