Treasury Regulations.

ORDER IN COUNCIL.

At the Government House at Wellington, this third day of November, 1919.

Present :

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the power and authority conferred on him by section three of the Public Revenues Act, 1910, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following Treasury Regulations, and doth direct that the regulations hereby made shall come into force on the date of the gazetting thereof.

REGULATIONS.

17A. It shall be the duty of every Head of a Government Department, or other officer of the Service, to afford all information which the Treasury may at any time require regarding the receipt and expenditure of public moneys, and the accounting for such moneys, supplies, or stores under his control. The Permanent Head of the Treasury may at any time, by writing under his hand, instruct any officer of his Department, or other fit person, to inspect any books, accounts, contracts, and other documents, or stores and supplies, or other public property held by any Department of the Service, and upon the production to the Permanent Head of a Department of such writing as aforesaid by the officer or person so instructed such Permanent Head shall afford facilities for such inspection.

17B. No officer of the Public Service shall write off Departmental charge any losses or deficiencies in cash, stores or supplies, debtor balances, claims abandoned, or debts irrecoverable by the Crown, nugatory expenditure (meaning thereby any payment of public moneys involving an immediate and formal loss, or the payment of money in return for which no services have been rendered), or the cash values of issues in kind to any person whomsoever by way of allowance, without the authority of Parliament, which must be obtained in the annual Appropriation Act.

Amending the Regulations in respect to the Selwyn Plantation Reserves.

LIVERPOOL, Governor-General.

WHEREAS certain regulations for the administration and control of the Selwyn Plantation Reserves were made on the twelfth day of May, one thousand nine hundred and eleven, under the powers conferred by section seventy-seven of the Reserves and other Lands Disposal and Public Bodies Empowering Act, 1910, and such regulations were gazetted in the New Zealand Gazette of the eighteenth day of May, one thousand nine hundred and eleven: And whereas it is expedient to amend clauses four and five of the said regulations as hereinafter set forth :

Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred upon me by section seventy-seven of the Reserves and other Lands Disposal and Public Bodies Empowering Act, 1910, do hereby amend clauses four and five of the said regulations in the manner set forth in the Schedule hereto.

SCHEDULE.

  1. CLAUSE 4 of the said regulations is hereby amended by deleting the word “second.”

  2. Clause 5 of the said regulations is hereby amended by deleting the word “Six,” and substituting the word “Five.”

Trustees for the Kakahi Public Cemetery appointed.

LIVERPOOL, Governor-General.

IN pursuance and exercise of the powers and authorities vested in me by the fourth section of the Cemeteries Act, 1908, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby appoint the several persons whose names are specified in Part I of the Schedule hereto to have the control and management of the public cemetery specified in Part II of the said Schedule.

SCHEDULE.

Part I.—Names of Trustees.

ALFRED EDWARD BARNES.
ROBERT HUNTER CAITCHEON.
GEORGE CRUMP.

JOHN ERNEST WATKINS.

Part II.—Name of Cemetery and Description of Land.

KAKAHI.

ALL that area in the Wellington Land District, containing by admeasurement 5 acres, more or less, being Section 43A, Block VI, Hunua Survey District. Commencing at a point on the north side of the Tongariro Timber Company’s railway-line opposite, at right angles, to a peg distant 70·7 links south-east of the 1 mile 10 chain peg, and bounded towards the north-west by Crown land, 500 links; towards the north-east by Totika Road, 1000 links; towards the south-east by Crown land, 500 links; and towards the south-west by the railway-line aforesaid, 1000 links, to the place of commencement: be all the aforesaid linkages more or less. As the same is delineated on the plan marked L. and S. 2/13, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered red.
