Consenting to the Raising of Loans by certain Local Authorities.
LIVERPOOL, Governor-General.
ORDER IN COUNCIL.
At the Government House at Wellington, this thirteenth day of October, 1919.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the sums set out in column B therein:
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the raising of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto, provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.

Revoking Regulations for the Protection of Life and Property on Ships.

ORDER IN COUNCIL.
At the Government House at Wellington, this thirteenth day of October, 1919.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS regulations, requiring vessels when proceeding along certain parts of the coast of New Zealand to have their boats swung outboard with boat-covers off and all gear in readiness for lowering into the water, were made by Order in Council dated the fourth day of November, one thousand nine hundred and eighteen, and published in the New Zealand Gazette No. 147, of the seventh day of the same month:
And whereas it is desirable that such regulations should be revoked:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers conferred upon him by the Shipping and Seamen Act, 1908, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the said Order in Council of the fourth day of November, one thousand nine hundred and eighteen, and the regulations made thereby.

Revoking the Naturalization of Mate Babich.

ORDER IN COUNCIL.
At the Government House at Wellington, this thirteenth day of October, 1919.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS letters of naturalization were issued to Mate Babich on the twentieth day of June, one thousand nine hundred and eight:
And whereas the Governor-General in Council is satisfied that it is expedient for the welfare of the Realm to revoke the naturalization of the said Mate Babich:
Now, therefore, in pursuance and exercise of the powers and authorities vested in him by the Revocation of Naturalization Act, 1917, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby declare that the naturalization of the said Mate Babich shall be revoked, and that the said Mate Babich shall cease to be a British subject naturalized in New Zealand as from the sixteenth day of October, one thousand nine hundred and nineteen.

Validating Proceedings in connection with a Loan of £1,500 proposed to be raised by the Mangawera Drainage Board.

ORDER IN COUNCIL.
At the Government House at Wellington, this thirteenth day of October, 1919.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS the Mangawera Drainage Board, acting under and in pursuance of paragraph (e) of section sixteen of the Local Bodies’ Loans Act, 1913, lately proposed to raise a loan of one thousand five hundred pounds for the purpose of constructing and improving drainage-works:
And whereas notice of the deposit of the special roll of ratepayers was not published in accordance with the requirements of clause (d), subsection three, section three, of the aforesaid Act, and the regulations thereunder:
And whereas it appears that the ratepayers have not been misled by the said irregularity, and it is expedient to validate the same:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred on him by section one hundred and eleven of the Local Bodies’ Loans Act, 1913, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the notice of the deposit of the special roll of ratepayers shall be valid to all intents and purposes as though the deposit of the same had been properly published, and that the validity of the proceedings in connection with the said loan shall not be called into question by reason only of the irregularity aforesaid.

IN pursuance and exercise of the powers and authorities vested in me by section four of the Cemeteries Act, 1908, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby appoint
LUMLEY FERROS ASHWIN
to be a trustee, in the place of Frank Annandale, who has resigned, to provide for the maintenance and care of the Waiheke Public Cemetery, in conjunction with William James Connell, Henry Ingram Insley, John Herbert Watson, and Edward Day, previously appointed.
As witness the hand of His Excellency the Governor-General, this ninth day of October, one thousand nine hundred and nineteen.
