Minister’s Decisions under Customs Duties Act.

Customs Department, Wellington, 7th October, 1919.

IT is hereby notified for public information that the Hon. the Minister of Customs has decided to interpret the Customs Duties Act in relation to the undermentioned articles as follows:—

NOTE.—“Not otherwise enumerated” appears as n.o.e.; “other kinds” as o.k.; “articles and materials suited only for, and to be used solely in, the fabrication of goods in the Dominion” as a. & m.s. Articles marked thus † are revised decisions.

†6/11/3 A. and m.s., viz.:— Chromos, prints, and photo-lithographs, when declared solely for use in fancy-box making or in making writing tablets, postcard-albums, or similar books As a. and m.s. (482) Free.

4/187 Tri-sodium phosphate
6/1/233 Advertising matter, viz.:— Advertising book-markers, of celluloid. As manufactured stationery (153), or printed advertising matter n.o.e. (142), whichever rate yields the higher duty. (See section 134 of the Customs Act, 1913)
3/240/3 Agricultural implements, viz.:— “Pull-U-Outs,” being appliances suitable for extracting stumps, extricating motor-cars from holes, &c. As agricultural implements n.o.e. (357) Free.
6/1/134 Books, printed, viz.:— Paton’s “Knitting and Crocheting Book” and “Universal Knitting Book” As printed books n.o.e. (355) Free.
3/30/2 Chains, viz.:— Saddlers’ back-chains, breeching-chains, and tug-chains; also hobble-chains As saddlers’ ironmongery (315) Free.
11/32/30 Motor-vehicles, accessories for, viz.:— “Auto curtain lights,” of metal and glass, for hoods of motor-vehicles As manufactured articles of metal n.o.e. (183) 20 per cent.
6/116 Paper, stencil, attached to a printed backing sheet, for use with duplicating-machine As manufactured stationery (153) 25 per cent.
†20/3/3 “Steko,” a powder for making paste, whether in bulk or otherwise As n.o.e. (483) Free.

NOTE.—The following decision is cancelled: Backbands—as saddlers’ ironmongery (see page 63, 1914 edition).

NOTE.—These figures are subject to alteration. They represent the entries from the ports received at Head Office, Wellington, up to 5 p.m. on Tuesday. * Goods exported are credited as far as possible to each district of production (as per list appended to return for week ended 31st August, 1915, New Zealand Gazette No. 103, page 3117), whether exported through the port for such district or not.
