Amendments and Additions to the Regulations under the Public Service Act, 1912.

IN pursuance and exercise of the authority conferred on him by the Public Service Act, 1912 (hereinafter called “the said Act”), the Commissioner, with the approval of the Governor-General in Council, doth hereby, in respect of the regulations made under the said Act on the thirty-first day of March, one thousand nine hundred and thirteen, and published in the New Zealand Gazette on the first day of April, one thousand nine hundred and thirteen, and the amendments thereof made from time to time under the provisions of the said Act, make the amendments shown in the Schedule hereto.

Such amendments shall have effect from and after the first day of April, one thousand nine hundred and nineteen.

SCHEDULE.

THE preamble to the regulations made under the Public Service Act, 1912, on the 31st day of March, 1913, is hereby amended by transferring the concluding paragraph thereof beginning “Any existing regulations, &c.” from its present position so as to follow immediately after the conclusion of the third paragraph beginning “Provided that special regulations, &c.”

Regulation No. 8 is hereby revoked, and the following regulation substituted therefor:

  1. The hours of attendance to be observed by officers not subject to special regulations or departmental arrangements in that behalf, or not specially exempted by the Commissioner or by the Permanent Head, shall be from 8.30 o’clock a.m. to 12.30 o’clock p.m., and from 1.30 o’clock p.m. to 4.30 o’clock p.m., except on Saturdays, when the hours of attendance shall be from 8.30 o’clock a.m. to 11.30 o’clock a.m. Where the nature of the work will not, in the public interest, admit of the general observance of this regulation the Permanent Head shall recommend, and the Commissioner shall prescribe, the hours of duty. The Commissioner may also at any time, by notification in the New Zealand Gazette, alter such hours of business from such date as he may determine, and such amended hours shall then continue until altered by a similar notification.

Regulation No. 10 is hereby revoked, and the following substituted therefor:

  1. Attendance-books shall be accessible for record and signature before 8.30 a.m., 12.30 p.m., 1.30 p.m., and 4.30 p.m. every day. At 8.35 a.m. and 1.35 p.m. a line shall be ruled under the last signature therein by the officer deputed to do so. This regulation may be modified by the Commissioner to suit the special requirements of any Department. If at any time the hours of commencing and closing work are altered, the times herein mentioned shall also be altered in conformity thereto.

Regulation No. 13 is hereby revoked, and the following substituted therefor:

  1. Any officer not subject to special regulations in that behalf, or not specially exempted, arriving at his office after 8.35 a.m. or 1.35 p.m., or such other time as he is required by Regulations 8 and 10 to be in attendance, shall report himself to the officer in charge or subcharge, who shall record the time of his arrival in the attendance-book; and if a satisfactory explanation be not forthcoming, his conduct shall be brought under the notice of the Permanent Head as a breach of the regulations.

Regulation No. 22 is hereby revoked, and the following substituted therefor:

  1. Any officer may be temporarily transferred from one branch of a Department to another by the Permanent Head, and may be required to perform any and every duty assigned to any officer in any class; provided that such transference shall not be continued for a longer period than twenty-eight days without the consent of the Commissioner.

The following new regulation is hereby made:

92A. The elected member shall be deemed to be a member of the Board on and from the day on which the Returning Officer declares him to be duly elected.
