deepening, and improving existing watercourses and drains,
and constructing new watercourses and drains :

And whereas an irregularity or defect occurred in the pro-
ceedings taken in connection with the said loan, inasmuch
as the poll of the ratepayers upon the said proposal was not
taken not more than three weeks after the day of the last
publication of the notice of intention to raise the loan, as
required by subsection two of section ten of the above-named
Act :

And whereas it appears that the ratepayers have not been
misled by such irregularity or defect, and it is expedient to
validate the same :

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the powers and authorities conferred on him by section one
hundred and eleven of the Local Bodies’ Loans Act, 1913,
and acting by and with the advice and consent of the Execu-
tive Council of the said Dominion, doth hereby declare that
the proceedings in connection with the said loan shall be
valid to all intents and purposes as though the requirements
of subsection two of section ten of the said Act as above
mentioned had been strictly complied with, and that the
proceedings shall not be called into question by reason only
of the irregularity or defect aforesaid.

Opening National Endowment Land in Westland Land District
for Selection by Discharged Soldiers on Renewable Lease.

LIVERPOOL, Governor-General.

IN pursuance and exercise of the powers and authorities
conferred upon me by the Land Act, 1908, I, Arthur
William de Brito Savile, Earl of Liverpool, the Governor-
General of the Dominion of New Zealand, do hereby declare
that the national endowment land described in the Schedule
hereto, which has been set apart for selection by discharged
soldiers, shall be open for selection by discharged soldiers
on renewable lease on Wednesday, the nineteenth day of
March, one thousand nine hundred and nineteen, at the
rental mentioned in the said Schedule ; and I do also declare
that the said land shall be leased under and subject to the
provisions of the said Act and the Discharged Soldiers
Settlement Act, 1915.


SCHEDULE.

WESTLAND LAND DISTRICT.—NATIONAL ENDOWMENT.—
SECOND-CLASS LAND.

Grey County.—Haupiri Survey District.—Westland Mining
District.

SECTION 2580, Block VI : Area, 300 acres ; capital value,
£150 ; half-yearly rent, £3.

Weighted with £15, valuation for bushfelling.

About 150 acres of this section is flat land, the remainder
being rough, rocky sideling. Soil fair on flat, poor elsewhere.
Situated on the south side of Haupiri River, and lying between
Sections 2579 and 2581. Distant from Ahaura about twenty-
seven miles. Access by good dray-road for twenty-three
miles, and by river-bed and pack-track for four miles.

As witness the hand of His Excellency the Governor-
General, this thirteenth day of December, one
thousand nine hundred and eighteen.

Amending the Regulations for the Military Forces of New
Zealand.

LIVERPOOL, Governor-General.

IN pursuance and exercise of the powers and authorities
conferred on me by the Defence Act, 1909, and its
amendments, I, Arthur William de Brito Savile, Earl of
Liverpool, the Governor-General of the Dominion of New
Zealand, do hereby amend, in the manner and to the extent
set forth in the Schedule hereto, the regulations for the
Military Forces of New Zealand made on the twenty-second
day of December, one thousand nine hundred and thirteen,
and published in the New Zealand Gazette of the twenty-
seventh day of January, one thousand nine hundred and
fourteen, and I do hereby declare that the amendments
hereby made shall take effect as from the date of publication
thereof in the Gazette.

SCHEDULE.

DEFINITIONS.

(1.) DELETE the definition of “Military Forces,” and sub-
stitute the following :—

“Military Forces” or “Forces” means all officers, non-
commissioned officers, and men in the Permanent
Force, the Permanent Staff, the Territorial Force,
Senior Cadets, General Training Section, and Re-
serve, and includes any Rifle Club and any Volunteer
body enrolled in the Forces under the authority
of the Governor-General, for special service within
or beyond New Zealand.

SECTION III.—THE STAFF.

Duties of the Staff at Headquarters, N.Z. Military Forces.

(2.) Paragraph 61 is hereby revoked.

(3.) Paragraph 73 is hereby amended by changing the
full-stop at the end of the paragraph into a semi-colon, and
adding the following words : “provided, however, that
temporarily and until otherwise ordered by regulation the
A.D.M.S. of a district shall be directly responsible to the
O.C. District.”

(4.) Paragraph 74 is hereby revoked, and the following
substituted :—

Assistant Director of Medical Services.

“74. The A.D.M.S. of a district will, in addition to the
duties indicated in para. 65, be responsible for the attend-
ance of the required number of Medical Officers at all camps
of training held within his district, and for the provision of
medical stores at such camps. He will visit as many training-
camps as possible in each year in order to assure himself
that the medical and sanitary provisions are satisfactory.
The A.D.M.S. of a district will correspond direct with the
Head of the Medical Services at Headquarters on all technical
subjects, but on all other matters will communicate with
Headquarters through the O.C. District.”

SECTION IV.—APPOINTMENT, PROMOTION, RETIREMENT, RE-
SIGNATION, AND TRANSFER.

Promotion.

TERRITORIAL FORCE.

(5.) Paragraph 116 is hereby revoked, and the following
substituted :—

“116. Subject to having passed the prescribed examination,
and being recommended by the A.D.M.S. of his district and
the D.G.M.S., a Medical Officer, on completing three years’
efficient service as a Lieutenant in the N.Z.M.C., will be
recommended for promotion to the rank of Captain, and,
after a total of twelve years’ service, to the rank of Major,
except in the cases of officers holding A and B certificates,
who will be promoted to the rank of Captain after two years’
service as a Lieutenant, and to the rank of Major after ten
years’ service. A Veterinary Officer will not be promoted to
a rank above that of Captain unless and until he has per-
formed twelve years’ commissioned service as a Veterinary
Officer and has been recommended for such promotion by
the P.V.O. of his district. Promotion to the ranks of Lieut.-
Colonel and Colonel will be by selection as required, on the
recommendation of the D.G.M.S.”

Retirements and Resignations.

AGES FOR RETIREMENT.

(6.) After paragraph 127 add :—

“127. (a.) Chaplains will be retired on attaining the age
of fifty-five years irrespective of their classification. In
special cases the G.O.C. may grant extensions for a period
of one year, but no Chaplain will be retained on the active
list beyond the age of sixty years.”

(7.) Paragraph 141, as amended by New Zealand Gazette
dated 25th July, 1918, is hereby further amended by adding
the following subparagraph at the end of the paragraph :—

“III. Ex-soldiers of the Regular Forces or of the Royal
New Zealand Artillery specially recommended by the O.C.
Regiment of R.N.Z.A. may be enrolled though over the
age of twenty-five years, but in such cases the applications
must first be referred to the Adjutant-General for approval.”

SECTION V.—REGISTRATION, ENROLMENT, AND POSTING.

(8.) Paragraph 171 is amended as follows : Delete sub-
paragraphs (2), (4), and (5), and substitute the following :—

“(2.) By persons temporarily absent from the Dominion—
within thirty days of their return. Absentees returning and
registering, after the annual postings for the year have been
completed, will in all cases be provisionally posted to units,
and will be liable to undergo the prescribed training from the
date of such posting.
