of that road to Tennyson Street; thence along the southern side of Tennyson Street to the north-east corner of Town Section 163 at the junction of Tennyson and Dalton Streets; thence proceeding south-westerly along Dalton Street to its junction with Raffles Street; thence across that street to the north-western corner of Town Section 289; thence along the western boundaries of said section and Town Sections 291, 293, 295, 297, 299, 301, 303, 305, and 307 to Sale Street; thence south-easterly across Sale Street to the north-western corner of Lot 6 of Town Section 309; thence southerly along the western boundaries of Lots 6, 5, 4, 3, 2, and 1 of Town Sections 309 and 311; thence along the western boundary of Lot 8, the northern boundary of Lot 7, and the western boundaries of Lots 2, 3, and 4 of Town Section 313 to the northern boundary of Town Section 568; thence along the said northern boundary and south-western boundary to Hastings Street; thence southerly along Hastings Street to the borough boundary at Ellison Street; thence westerly along Ellison Street to a drain forming the western boundary of Lot 225; thence northerly and north-westerly along that drain and its continuation crossing Kinross White, Todd, and Latham Streets, and Kennedy Road to Owen Street; thence north-westerly along Owen Street for one chain; thence across Owen Street to the south-eastern corner of Lot 9; thence along the north-western side of Faulknor Street to Jull Street; thence north-westerly along Jull Street to the southern side of Wellesley Road; thence south-westerly along the southern side of Wellesley Road and along the north-western boundaries of Lots 677, 678, 679, and 680 to the railway; thence south-westerly along the railway to the point of commencement.

(C.) The Borough of Hastings.

All that portion of the district, containing 2,620 acres, more or less, being the Borough of Hastings (as existing on the 27th day of March, 1918).

QUESTION.—The second question is:

(b.) Whether any new wards or subdivisions of the said district shall be created, or any existing wards abolished; and whether it is necessary or desirable to make any, and if any, what, alterations in the boundaries of any existing ward on account of the addition of any area to or the exclusion of any area from the district, or on any other account, or for any other reason whatever.”

DECISION.—We determine that the rivers district shall be subdivided into five wards as follows:—

No. 1 Ward.

All that portion of the district, being part of the Borough of Napier, containing 480 acres, more or less, bounded by a line commencing at a point being the western extremity of Carlyle Street; thence along the southern side of Carlyle Street to and across the road on the eastern side of Clive Square; thence north-westerly along the eastern side of that road to Tennyson Street; thence along the southern side of Tennyson Street to the north-east corner of Town Section 163 at the junction of Tennyson and Dalton Streets; thence proceeding south-westerly along Dalton Street to its junction with Raffles Street; thence across that street to the north-west corner of Town Section 289; thence along the western boundaries of said section and Town Sections 291, 293, 295, 297, 299, 301, 303, 305, and 307 to Sale Street; thence south-easterly across Sale Street to the north-western corner of Lot 6 of Town Section 309; thence southerly along the western boundaries of Lots 6, 5, 4, 3, 2, and 1 of Town Sections 309 and 311; thence along the western boundary of Lot 8, the northern boundary of Lot 7, and the western boundaries of Lots 2, 3, and 4 of Town Section 313 to the northern boundary of Town Section 568; thence along said northern boundary and south-western boundary to Hastings Street; thence southerly along Hastings Street to the borough boundary at Ellison Street; thence westerly and north-westerly along said borough boundaries to the south side of Hyderabad Road; thence north-easterly along Hyderabad Road to the point of commencement.

No. 2 Ward.

All that portion of the district, containing 23,240 acres, more or less, bounded by a line commencing at a point being the junction of the Ohiwia Stream and Ngaruroro River near Fernhill; thence following along the northern boundaries of the district to a point on the south side of Hyderabad Road where the production of the south-west side of George’s Drive intersects it; thence south-easterly along the south-west and south boundaries of the Borough of Napier as described in Gazette No. 49, of the 13th April, 1915, page 1101, to the lower Napier-Awatoto Road; thence southerly along the boundary of the district to the mouth of the Ngaruroro River; thence up the Ngaruroro River to the point of commencement.

No. 3 Ward.

All that portion of the district, containing 13,900 acres, more or less, bounded by a line commencing at the Fernhill Bridge over the Ngaruroro River; thence following down that river to the mouth; thence south-easterly and south-westerly by the boundary of the district to the centre of the Tukituki River; thence up the centre of the old Tukituki River about two miles to a road reserve; thence along that reserve to the road forming the eastern boundaries of Lots 1, 2, and 3; thence along the eastern side of that road and the north-eastern boundaries of Lots 18, 4, 3, and 2 to the north-eastern corner of the last-named; thence north-westerly along a right line to a point on the eastern side of Mangateretere Road opposite the north-eastern corner of Lot 35; thence across that road and along the north-western boundaries of Lots 35 and 36 to a public road forming the southern boundaries of Lots 36, 38, and 40; thence south-easterly and south-westerly along said road to Mangateretere Stream; thence down that stream to the drain between Lots 22 and 23; thence along that drain and its continuations to and down Danver’s Creek to the bridge at the Havelock-Napier Road; thence along the north-eastern boundary of No. 4 Ward to the point of commencement.

No. 4 Ward.

All that portion of the district, exclusive of the Borough of Hastings, containing 33,500 acres, more or less, bounded by a line commencing at the Fernhill Bridge; thence proceeding down the Hastings-Fernhill Road to a point fifteen chains from its junction with the Maraekakaho-Fernhill Road; thence north-easterly by a right line to the north-western corner of Lot 3, part of Lot 5, Subdivision A, Heretaunga Block; thence south-easterly and north-easterly along the south-western and south-eastern boundaries of the said Lot 3 to the boundary of Lot 4, Subdivision B, Heretaunga; thence south-easterly by the south-western boundary of that lot to the Twyford Road; thence south-easterly by a right line across that road and by the north-eastern boundaries of Lots 7 and 1, parts of the said Lot 4, Subdivision B, Heretaunga Block, to the south-eastern corner of the said Lot 1; thence north-easterly by the north-western boundaries of Lots 1, 68, 67, 66, 65, 64, and 63 of the said Lot 4, Subdivision B, Heretaunga Block, to the north-eastern corner of the said Lot 63; thence south-easterly by the south-western boundary of Lot 62, by a road reserve, and by the south-western boundaries of Lots 55 and 52 of the said Lot 4, Subdivision B, Heretaunga Block, to the south-western corner of the said Lot 52; thence south-easterly by a right line to the north-western corner of Lot 3 of the Mahora Settlement; thence south-easterly and north-easterly by the south-western and south-eastern boundaries of that Lot 3 to a road reserve; thence north-easterly and south-easterly by that road to the Pakowhai Road; thence north-easterly by that road to the Tomoana Settlement Road; thence south-easterly by that road and by its north-eastern side produced to the boundary of Lot 1, Subdivision D, Heretaunga Block; thence north-easterly by the north-western boundary of that block to a public road; thence south-easterly by that road to the Wellington-Napier Railway; thence north-easterly by that railway to a public road in the Karamu Reserve; thence south-easterly by that road to the boundary between Lots 16 and 18 of the Karamu Reserve; thence easterly by that boundary to the north-eastern corner of Lot 16; thence southerly by the eastern boundaries of Lots 16, 14, 12, 10, 8, and 1 of the Karamu Reserve to the Karamu Road; thence north-easterly by that road to its intersection with the Havelock-Napier Road; thence south-westerly by that road to Danver’s Creek; thence south-westerly, &c., along the district boundary to a point on the right bank of the Ngaruroro River opposite the mouth of the Ohiwia Stream; thence down the Ngaruroro River to the point of commencement.

No. 5 Ward.

All that portion of the district containing 2,620 acres, more or less, being the Borough of Hastings (as existing on the 27th day of March, 1918).

QUESTION.—The next question is:

(c.) Whether the Board shall continue to consist of ten members, or whether that number shall be increased or reduced, and in what manner the members shall be distributed among the several wards.”

DECISION.—In our opinion the number of members to constitute the Board should be nine at present, made up as follows: No 1 Ward, one member; No. 2 Ward, three members; No. 3 Ward, two members; No. 4 Ward, two members; No. 5 Ward, one member: total, 9.
