General Provisions applying to all Slipe Wool purchased from Freezing Companies by the Government.

The following provisions will apply to the purchase of all slipe wool from freezing companies by the Government, whether the slipe wool has been invoiced prior to the 1st April, 1918, or is invoiced on or after that date:—

The slipe wool shall be shipped by the company in the usual way, consigned to “The Director of Raw Materials,” London, or as otherwise directed.
The company shall forward three stamped copies and one unstamped copy of the bills of lading direct to the Controller, with copies of specifications, pro-forma invoices, and weight-slips, as required by the Controller.

Out-of-pocket expenses for wharfage and lighterage incurred in placing the slipe wool on board ocean steamer, together with the cost of the bills of lading, will be defrayed by the Government.

All other charges on the slipe wool purchased, up to the point of shipment on board ocean steamer, will be borne by the freezing company concerned.

All slipe wool in respect of which a payment in terms of paragraph 7 hereof has been made shall be shipped in priority to any slipe wool valued and paid for in New Zealand.
All slipe wool valued and purchased in New Zealand shall be shipped in order of valuation.

In all of the matters herein set forth the Controller will act on behalf of the Government.

If such supplies of slipe wool as the Government deems adequate for the necessities of His Majesty’s Government are at any time not obtained by way of contract of purchase and sale in accordance with the foregoing provisions, the necessary supplies will thereupon be obtained by way of seizure or requisition in the exercise of His Majesty’s prerogative, or in pursuance of the powers conferred by the Regulation of Trade and Commerce Act, 1914, or the War Regulations Amendment Act, 1915 (No. 2), as the case may require.
