All slipe wool in respect of which a payment has been made to a company as provided in paragraph 7 hereof shall, whenever possible, be shipped together as one lot.

A Valuing Committee consisting of four members, two of whom shall be appointed by the Imperial Government and two by the London agents of the freezing companies concerned, will be formed in London.

The Valuing Committee will inspect and value, on the basis set out in paragraph 3 or 4 hereof (as the case may be), each lot of slipe wool received in London under this scheme, and the value placed by that Committee upon any lot of slipe wool shall be final and binding upon all parties.

When the slipe wool produced by any freezing company is being inspected and valued a special representative of the company who is not a member of the Valuing Committee shall have the right to attend at the inspection and valuation of the wool, for the purpose of making any representations to the Committee in the company’s interests when necessity arises.

Upon receipt of a certified statement of the final values allotted by the Valuing Committee in London the Controller will pay the balance due to each company, or recover any amount or amounts paid in excess, upon any lot or lots of slipe wool.
Special Provisions applying to Slipe Wool invoiced on and after the 1st April, 1918.

In the case of slipe wool in respect of which invoices have not been rendered to the Department of Imperial Government Supplies prior to the 1st April, 1918, the following provisions will apply:—

The slipe wool shall be baled and each bale shall be branded and numbered in accordance with directions issued to freezing companies by the Controller.

The slipe wool shall be catalogued, grouped, opened, and displayed for valuation in accordance with directions issued to freezing companies by the Controller.

Payment at the following rates will be made by the Government to freezing companies to cover the cost of extra labour employed in displaying the slipe wool for valuation:—
When the slipe wool is displayed at freezing company’s stores approved for the purpose, 2s. 6d. per bale.
When the slipe wool is displayed in approved shipping stores, 5s. per bale.

The slipe wool will be examined, classified, and valued by an expert valuer who will be appointed and paid by the Government.

The slipe wool will be valued in accordance with the prices shown in the Third Schedule hereto.

If the company is dissatisfied with the value assigned by the Government valuer the slipe wool will be examined, classified, and valued by a Supervising Valuer, who will be appointed and paid by the Government.

If the company is dissatisfied with the value assigned by the Supervising Valuer it may, at any time within forty-eight hours after the date of valuation, give to the Controller a written notice of appeal from that valuation, and such appeal shall, on payment by the appellant of such fee as the Government shall fix, be determined by an umpire appointed by the Government: Provided that in cases where reasonable cause for the delay is shown an appeal may be lodged at any time up to seventy-two hours after valuation. The decision of such umpire shall be final.

Payment for the slipe wool valued will be made to the freezing company, free of exchange, by the Department of Imperial Government Supplies on the fourteenth day after the date of valuation.

Any slipe wool may on examination by the valuer or the Supervising Valuer be rejected as being unmerchantable or not of the nature or quality required by the Government.
Slipe wool so rejected will not be purchased by the Government.

The slipe wool shall in respect of fire and all loss or damage in any other manner, except such as is due to faults of manufacture and packing, be at the risk of the Imperial Government from the date of the payment referred to in paragraph 25 hereof.
Prior to such payment the slipe wool shall remain at the risk of the freezing company concerned.

Storage at the rate of 3d. per bale per week from the date of valuation to the date of shipment will be paid to freezing companies, and payment will be made at time of shipment.
