(2.) Ports closed by Night.
Mariners are warned that entry and exit of vessels to all ports on the coasts of Brazil, between sunset and sunrise, is prohibited until further notice.
(3.) Port of Rio de Janeiro.—Traffic Regulations.
Vessels entering or leaving the port of Rio de Janeiro must embark an official Government pilot, and pass through the entrance under his orders; movements of vessels inside the port are also subject to the pilot’s orders.
Entry or exit of merchant vessels from the port is prohibited at night.
The pilot-boat, which is stationed outside the entrance, carries the usual distinguishing marks prescribed.
Note.—This notice is a revision of the former notice.
CANADA.
NOVA SCOTIA.—CAPE BRETON ISLAND, EAST COAST.—WHITE HEAD LIGHT.—ALTERATION IN CHARACTERISTICS.
Position.—In small cove under White Head. Lat. 46° 53′ N., long. 60° 21¼′ W.
New abridged description.—Lt. F., 53 ft., vis. 10 m.
Details.—The fixed red light has been replaced by a light having the undermentioned characteristics :—
Character.—A fixed white light.
Elevation.—53 ft.
Visibility.—10 miles.
Structure.—A pole, 26 ft. in height, with shed and base.
HALIFAX APPROACH.—SAM BRO OUTER BANK.—LIGHT-VESSEL REPLACED ON STATION.
Former Notices.—Nos. 1097 and 1301 of 1917 hereby cancelled.
Position.—Lat. 44° 20½′ N., long. 63° 30¼′ W.
Description.—As described in the Admiralty List of Lights.
Remarks.—This light-vessel which had been removed for repairs has been replaced on her station, and the light-and-whistle buoy temporarily marking the position has been withdrawn.
SABLE ISLAND, WEST LIGHT.—ALTERATION IN POSITION.
New position.—At a distance of 4,000 ft, 91° (S. 66° E. mag.), from former position, and about 1¾ miles from the extremity of West Point. Lat. 43° 56½′ N., long. 60° 5½′ W.
New abridged description.—Lt. fl. ev. 5 secs., 110 ft., vis. 16 m.
Details.—The light is as described in the Admiralty List of Lights, with the exception that the light is now exhibited at an elevation of 110 ft. from a black square framework tower 107 ft. high, with white wooden slats on upper portion.
Remarks.—The old light-tower, which has been left standing, is painted white; the lantern has been removed.
Variation.—23° W.
CHINA SEA AND PACIFIC OCEAN.
TRAFFIC REGULATIONS, EXTINCTION OF LIGHTS, AND DISCONTINUANCE OR WITHDRAWAL OF AIDS TO NAVIGATION.
Former notice hereby cancelled.
I. Philippine Islands.
Manila Bay.
The south channel into Manila Bay is closed to traffic, and is protected by mines; this channel extends from Caballo Island on the north to Restinga Point on the south.
The north channel between Corregidor Island and the shore of Bataan Province to the northward is closed to inward-bound traffic from sunset to sunrise, except to certain vessels engaged in public service. Vessels are, however, permitted to leave Manila Bay by the north channel without restriction as to time.
Obedience to the above regulations will be enforced by vessels of the United States Navy and by the shore batteries.
Failure to comply with any of the above regulations may result in the destruction of the offending vessels.
Subic Bay.
Subic Bay is closed to traffic; any unauthorized vessel attempting to enter the port does so at her peril.
II. Hong Kong.
Cape Collinson light is extinguished.
Gap Rock light, Wag Lan Islet light, and Green Island lights are extinguished, but lights will be exhibited from these lighthouses when the local typhoon signals are hoisted, and will be shown until the signals are hauled down.
III. Russian Maritime Province.
All lights are liable to be extinguished, and aids to navigation discontinued or withdrawn on the coasts of the Russian Maritime Province.
IV. Sandwich Islands, Honolulu.
All lights in Honolulu Harbour are extinguished, and the harbour is closed by night.
V. Society Islands, Tahiti.
Leading lights for Papiete Pass are extinguished.

National Efficiency Board,

IT is hereby notified that, in pursuance of the regulations relating to the management of soldiers’ properties made on the 2nd April, 1917, under the War Regulations Act, 1914, and its amendments, the Minister of Defence has constituted and appointed the following Soldiers’ Property Boards of Trustees, namely :—
