SOUTH AFRICA.

CAPE OF GOOD HOPE PROVINCE.—EAST LONDON APPROACH.—ALTERATION IN CHARACTERISTICS OF LIGHT.

Position.—At a distance of about 7 cables, northward, from the north pier. Lat. 33° 1′ S., long 27° 55¼′ E.

New abridged description.—Lt. fl. ev. 3 secs., 64 ft., vis. 6 m.

Details.—The fixed red light has been replaced by a light having the undermentioned characteristics :—

Character.—A flashing white light every three seconds.

Visibility.—6 miles, from 240° (S. 83° W. mag.), through west to 356° (N. 19° E. mag.).

Remarks.—The other characteristics of the light remain unchanged.

Variation.—23° W.

AFRICA, WEST COAST.

Former notice cancelled.

SENEGAL, DAKAR AND APPROACHES.—TRAFFIC REGULATIONS; HARBOUR ENTRANCE OBSTRUCTED BY NIGHT; CAUTION WITH REGARD TO LIGHTS.

  1. Traffic Regulations.

(1.) BY DAY.—No vessel is permitted to enter Dakar Roads without having been previously examined.

Examination will be made by the pilot sloop.

All vessels bound for Dakar must await a pilot on the parallel of Cape Manuel, and reduce speed when passing that cape; passage northward of Gorée Island is entirely prohibited.

Vessels requiring permission to enter must show their national flag, indicate their number in the International Code, and make the signal for a pilot.

Vessels must carefully comply with any orders signalled to them from Cape Manuel. If no signal is made, vessels must proceed at reduced speed towards the pilot sloop; the pilot will then conduct them to the anchorage.

(2.) BY NIGHT.—Passage northward of Gorée Island is entirely prohibited. Vessels should stop for examination south of the parallel of Cape Manuel, between the meridian of that Cape and the meridian of Gorée Island.

After examination the vessel is to take up the anchorage indicated by the pilot.

All vessels contravening the foregoing regulations will be liable to be fired upon in addition to punishment by law.

  1. Harbour Entrance obstructed by Night.

The entrance to Dakar Harbour is obstructed from sunset to sunrise.

  1. Caution with regard to Lights.

The following lights are liable to be extinguished without notice : Almadi Reef, Cape Verde, Cape Manuel.

SIERRA LEONE RIVER.—TRAFFIC REGULATIONS : CAUTION WITH REGARD TO LIGHT.

  1. Traffic Regulations.

Vessels wishing to enter the Sierra Leone River are not to proceed to the eastward of a line drawn in a 17° (N., 36° E. mag.) direction from Cape Sierra Leone Lighthouse, until they have received orders from the Examination Steamer.

  1. Caution with regard to Light.

Cape Sierra Leone light is liable to be extinguished without notice. Variation, 19° W.

CHINA SEA AND PACIFIC OCEAN.

CAUTION WITH REGARD TO EXTINCTION OF LIGHTS, AND DISCONTINUANCE OR WITHDRAWAL OF AIDS TO NAVIGATION.

Former notice hereby cancelled.

  1. Hong Kong.

Green Island light is extinguished.

Gap Rock light, Wag Lan Islet light, and Cape Collinson lights are extinguished, but lights will be exhibited from these lighthouses when the local typhoon signals are hoisted, and will be shown until the signals are hauled down. Vessels making the port on observing these lights should arrange for a safe anchorage other than Hong Kong.

Vessels are warned not to approach Hong Kong except during daylight hours.

  1. Russian Maritime Province.

All lights are liable to be extinguished, and aids to navigation discontinued or withdrawn on the coasts of the Russian Maritime Province.

  1. Sandwich Islands, Honolulu.

All lights in Honolulu Harbour are extinguished, and the harbour is closed by night.

CHINA.

SOUTH COAST.—HONG KONG APPROACH.—MA WAN LIGHT.—ALTERATION IN CHARACTER.

Position.—Lat. 22° 21′ N., long. 114° 3¼′ E.

New abridged description.—Lt. fl., red, ev. 3 secs., 50 ft., vis. 5 m. (U).

Alteration.—The character of the light has been altered from fixed red to flashing red every three seconds, thus—flash ½ sec., eclipse 2½ secs.

Remarks.—The new light has a visibility of five miles, and is unwatched.

KAP SING ISLAND LIGHT.—ALTERATION IN CHARACTERISTICS.

Position.—Lat. 22° 20½′ N., long. 114° 3¾′ E.

New abridged description.—Lt. fl., 124 ft., vis. 5 m.

Details.—The group flashing white light has been replaced by a light having the undermentioned characteristics :—

Character.—A flashing white light.

Visibility.—5 miles, from 54° (N. 54° E. mag.) to 140° (S. 40° E. mag.), and from 295° (N. 65° W. mag.) and 321° (N. 39° W. mag.).

Remarks.—The other characteristics remain unchanged.

Variation.—Nil.

Notice fixing the Closing-hours of Retail Grocers’ Shops in the Avondale Road District, under the Shops and Offices Act.

WHEREAS a requisition in writing, signed by a majority of occupiers of all the retail grocers’ shops within the Avondale Road District, has been forwarded to me, desiring that all such shops in the district shall be closed in the evening of working-days as follows : On Mondays, Tuesdays, Thursdays, and Saturdays at 6 p.m., and on Fridays at 9 p.m., with the following exceptions—(a) Should the occupier of any retail grocer’s shop in the Avondale Road District observe Saturday as the statutory closing-day, the closing-hour for any such shop on Wednesday shall be 6 p.m. ; (b) the evening of the working-day immediately preceding any of the following days—Good Friday, Easter Monday, Labour Day, the birthday of the reigning Sovereign, and any other day which, pursuant to a Proclamation by the Governor-General or declaration by the Government, or on the request of the Mayor or Chairman of the local authority, is generally observed as a public holiday or half-holiday, when the closing-hour shall be 9 p.m. ; and (c) the evening of the working-day immediately preceding Christmas Day and the evening of the working-day immediately preceding New Year’s Day, when the closing-hour shall be 11 p.m. :

And whereas the Avondale Road Board has certified that the signatures to such requisition represent a majority of the occupiers of all the retail grocers’ shops within the Avondale Road District :

Now, therefore, I, William Ferguson Massey, Minister of Labour, in pursuance of section 25 of the Shops and Offices Act, 1908, do hereby direct that on and after the 11th day of February, 1918, all retail grocers’ shops within the Avondale Road District shall be closed accordingly.

The notice gazetted on the 4th day of February, 1909, is hereby varied accordingly.

Sitting of Commission.—Mangatu Nos. 1, 3, and 4 Blocks.

WHEREAS the Governor-General, in exercise of the powers conferred by section 7 of the Native Land Amendment and Native Land Claims Adjustment Act, 1917, by commission dated the 14th day of January, 1918, constituted and appointed Walter Edward Rawson, a Judge of the Native Land Court, and Arthur Thomas Clarke, of Wellington, Accountant, a Commission to inquire into and report upon the management and control of the Mangatu Nos. 1, 3, and 4 Blocks, and the rents and profits thereof, and other matters in relation to the said blocks :

Now, therefore, notice is hereby given that the said Commission will commence the inquiry above referred to at Gisborne on Friday, the 15th day of February, 1918.
