Fixing Lighthouse Dues.

ORDER IN COUNCIL.

At the Government House at Wellington, this ninth day of December, 1918.

Present :

His Excellency the Governor-General in Council.

WHEREAS it is enacted by section two hundred and eighty-seven of the Shipping and Seamen Act, 1908, that the Governor-General may by Order in Council fix the various rates of lighthouse dues, not exceeding those specified in the Thirteenth Schedule to the said Act, which shall be payable at any port or ports in the Dominion in respect of all ships arriving at, and of all ships leaving, such ports; and in like manner may increase, reduce, or abolish such dues:

And whereas it is advisable to fix the various rates of lighthouse dues which shall be collected on vessels arriving at the Port of Whakatane:

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by section two hundred and eighty-seven of the Shipping and Seamen Act, 1908, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order that the lighthouse dues specified in the second column of the Schedule hereto shall be collected on arrival at the Port of Whakatane.

License authorizing the Kanieri Power (Limited) to erect an Electric Line from a Point near Stripland Creek to a Sub-station situated between Hokitika River Road and Seddon Terrace Road.

ORDER IN COUNCIL.

At the Government House at Wellington, this ninth day of December, 1918.

WHEREAS by section two of the Public Works Amendment Act, 1911, it is provided that no person shall lay, construct, place, put up, or use any electric line except under the authority of a license issued by the Governor-General in Council under that Act:

And whereas the Kanieri Power (Limited), a company incorporated under the Companies Act, 1908 (hereinafter referred to as “the licensee”), was authorized to erect electric lines from Kanieri Forks to a pumping-station on the west bank of the Hokitika River:

And whereas the licensee now desires to erect a line along the route hereinafter described, and it is expedient accordingly to issue a license in respect thereof under the said section:

Now, therefore, in pursuance and exercise of the powers conferred upon him by the said section, and of all other powers in anywise enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth, subject to the conditions set forth in the Schedule hereto and to the regulations (except clause seventeen thereof, which is replaced by clause three of the Schedule hereto, to which all references in the regulations to clause seventeen shall apply) made under section two of the aforesaid Act and published in the New Zealand Gazette dated the twenty-ninth day of April, one thousand nine hundred and fifteen, and hereinafter referred to as “the regulations,” hereby authorize the licensee to erect and maintain an electric line for lighting, power, and heating purposes along the route hereinafter described.

SCHEDULE.

  1. THE ROUTE OF THE ELECTRIC LINE AUTHORIZED.

That route in the Westland County, Westland Land District, commencing at a point on the line authorized by Order in Council dated the 16th day of January, 1917, near Stripland Creek, about twenty chains east of Stoney Creek, and proceeding thence generally in a south-westerly direction, and passing in, into, through, along, or over the following lands—viz., part Block VI, Kanieri Survey District; Kanieri River; Section 1531 (Whiley’s Freehold), Section 3151 (Whiley’s Regulation License), Section 1909 (Chesterman’s Freehold), Block V, Kanieri Survey District; Kokatahi Road, Robinson’s Road, Hokitika River, and part Block V, Kanieri Survey District, to a sub-station on the western side of the Hokitika River between Hokitika River Road and Seddon Terrace Road. As the said route is more particularly delineated on the plan marked P.W.D. 44736, deposited in the office of the Minister of Public Works, Wellington, in the Land District of Wellington, and thereon shown by means of a red line.

  1. SYSTEM OF SUPPLY.

The system of supply shall be as described in paragraph (e) of clause 2 of the regulations.

The generating voltage shall be approximately 2,300 volts between the terminals.

The transmission voltage shall be 23,000 to 24,000 volts.

  1. COVERING OF OVERHEAD LINES.

Electric lines at low pressure shall be covered throughout with triple braiding, thoroughly impregnated with weather-proof compound; provided that where circumstances permit the lines may, with the previous consent of the Minister obtained, and before the work is commenced, be bare. Electric lines at high pressure shall be insulated with vulcanized rubber of at least 600 megohm grade; provided that where circumstances permit the lines may, with the previous consent of the Minister obtained, and before the work is commenced, be bare.

Electric lines at extra high pressure shall be bare.

Earthed neutral or intermediate conductors may in all cases be bare.

Every pole or support carrying extra-high-pressure lines or high-pressure lines, the conductors of which are bare, shall have attached to it a plate marked “Danger—Live Wires.”

Bare low-pressure and bare high-pressure electric lines erected with the consent of the Minister shall be subject to the following conditions:—

(a.) The electric lines upon which workmen are engaged shall be disconnected from the source of supply, but if a suitable raised platform is used the electric lines need not be so disconnected.

(b.) Where telegraph-lines cross the licensee’s bare electric lines the licensee shall bear the cost of insulating, protecting, and maintaining the insulation and protection of all telegraph-lines, whether erected before or after the bare electric lines, and also the cost of all special work and the maintenance thereof which the Minister of Telegraphs deems it necessary to carry out in consequence of the licensee’s electric lines being bare.

(c.) When, in the opinion of the Minister of Telegraphs, it is considered necessary owing to special circumstances that such bare electric lines at any crossing should be replaced by electric lines insulated in the manner prescribed in the first part of this clause, the licensee shall insulate such bare electric lines when requested to do so by the Minister of Telegraphs.

(d.) When, in the opinion of the Minister, it is necessary in the interests of the public safety that the use of bare electric lines should be discontinued, the licensee shall, upon receiving notice from the Minister, substitute therefor electric lines covered in the manner prescribed by the first part of this clause.

(e.) Bare low-pressure wires which at any portion of their length are carried bare on the same poles or supports as high-pressure lines or extra-high-pressure lines shall be deemed to be “infected” throughout their entire length by such high-pressure or extra-high-pressure lines, and shall be subject to the regulations governing high-pressure and extra-high-pressure lines respectively.

  1. DATUM TEMPERATURE.

For the purpose of calculating the stresses as provided in clause 12 of the regulations, the datum temperature shall be taken as 12 degrees Fahrenheit.
