Consenting to the Raising of Loans by certain Local Authorities.
LIVERPOOL, Governor-General.
ORDER IN COUNCIL.
At the Government House at Wellington, this eighth day of October, 1918.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the loans set out in column “B” therein:
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the raising of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto, provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.

Domain Board appointed to have Control of the Templeton Domain.

ORDER IN COUNCIL.
At the Government House at Wellington, this fifteenth day of October, 1918.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section forty of the Public Reserves and Domains Act, 1908 (hereinafter termed “the said Act”), it is enacted that the Governor-General may from time to time, with respect to any public domain, appoint such persons (not exceeding nine) as he thinks fit to be a Domain Board having, subject to Part II of the said Act, control of such domain:
And whereas by an Order in Council made on the thirteenth day of September, one thousand nine hundred and eleven, and published in the New Zealand Gazette of the twenty-first day of September, one thousand nine hundred and eleven, a Domain Board was appointed to control the Templeton Domain:
And whereas the period for which the said Board was appointed expired on the twelfth day of September, one thousand nine hundred and eighteen:
And whereas it appears expedient to appoint a Domain Board to control the said domain:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in exercise of the powers conferred by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby appoint

as from the thirteenth day of September, one thousand nine hundred and eighteen, to be the Templeton Domain Board, having control of the land described in the Schedule hereto for the purposes of and subject to the provisions of the said Act; and doth hereby appoint Monday, the eleventh day of November, one thousand nine hundred and eighteen, at 3.15 o’clock p.m., as the time when, and Templeton as the place where, the first meeting of the Board shall be held.

TEMPLETON DOMAIN.
ALL that area in the Canterbury Land District, containing by admeasurement 106 acres 1 rood, more or less, being reserve numbered 2351 (in red), Block IX, Christchurch Survey District. Bounded northward by the reserve numbered 3962 and the terrace forming the southern boundary of Rural Section 8005, eastward by a road-line, southward by the terrace forming the northern boundary of Rural Sections 4069 and 2869, and westward by a road-line and by reserve numbered 3962; save and excepting thereout reserve numbered 326, which is included within the above-described boundaries. As the same is delineated on the plan marked L. 1/158, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered pink.
Also all that area in the Canterbury Land District, containing by admeasurement 122 acres 3 roods, more or less, being Reserve No. 2418 (in red), situated in Block IX, Christchurch Survey District, and bounded as follows: Towards the north by Rural Section 9248, 2750 links, and by an irregular line being the southern boundary of Rural Section 3201; towards the east by a road-line, 2457 links; towards the south and east by Reserve 327 (in red), 1000 links and 967·1 links respectively; towards the south generally by the northern boundaries of Rural Sections 2773 and 2810; and towards the west by a road-line, 2651·7 links, to the point of commencement: be all the aforesaid linkages more or less. As the same is delineated on the plan marked L. 1144A, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered pink.
Also all that area in the Canterbury Land District, containing by admeasurement 5 acres, more or less, being part of Rural Section 1680, situated in Block XIII, Christchurch Survey District, and bounded as follows: Commencing at a point on the south side of the main South Road at the northern boundary of Rural Section 7194; towards the north by the said main South Road, 876·7 links; towards the north-east by a straight line, 653 links; towards the south by a straight line parallel to the said main South Road, 616·3 links; towards the south-west by an irregular line being the north-east boundary of the said Rural Section 7194, to the point of commencement: be all the aforesaid linkages more or less. As the same is delineated on the plan marked L. 1144C, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered pink.
Also all that area in the Canterbury Land District, containing by admeasurement 6 acres, more or less, being part of Rural Section 2737, situated in Block XVI, Rolleston Survey District, and bounded as follows: Commencing at a point on the west side of the Prebbleton-Waimakariri Road, and distant 1202·3 links from the south-east corner of Rural Section 2926; towards the north-east by the said Prebbleton-Waimakariri Road, 700 links; towards the south-east by a straight line, 857·2 links; towards the south-west by a line parallel to the said Prebbleton-Waimakariri Road, 700 links; and towards the north-west by a line parallel to the south-east boundary, 857·2 links, to the point of commencement: be all the aforesaid linkages more or less. As the same is delineated on the plan marked L. 1144D, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered pink.
Also all that area in the Canterbury Land District, containing by admeasurement 5 acres, more or less, being part of Rural Section 1807, situated in Block IX, Christchurch Survey District, and bounded as follows: Commencing at a point on the north side of the School Road and at the western boundary of Rural Section 1624; towards the south by the said School Road, 769·3 links; towards the
