Amendment to the Regulations under the Public Service Act, 1912.

IN pursuance and exercise of the authority conferred on him by the Public Service Act, 1912 (hereinafter called “the said Act”), the Commissioner, with the approval of the Governor-General in Council, doth hereby, in respect of the regulations made under the said Act on the thirty-first day of March, one thousand nine hundred and thirteen, make the amendment in the Schedule hereto. Such amendment shall have effect from and after the date of the publication thereof in the New Zealand Gazette.

SCHEDULE.

REGULATION 216 is hereby amended by deleting the words “£5” in the first line, and substituting in lieu thereof the words “£6.”

Amending the Regulations for the Military Forces of New Zealand.

LIVERPOOL, Governor-General.

IN pursuance and exercise of the powers and authorities conferred on me by the Defence Act, 1909, and its amendments, I, Arthur William de Brito Savile, Earl of Liverpool, Governor-General of the Dominion of New Zealand, do hereby amend, in the manner and to the extent set forth in the Schedule hereto, the regulations for the Military Forces of New Zealand made on the twenty-second day of December, one thousand nine hundred and thirteen, and published in the New Zealand Gazette of the twenty-seventh day of January, one thousand nine hundred and fourteen; and I do hereby declare that the amendments hereby made shall take effect as from the date of publication thereof in the Gazette.

SCHEDULE.

  1. PARAGRAPH 25 is hereby amended by altering the full stop at the end of the paragraph to a comma, and adding the following words: “and will be responsible that stocks of clothing, arms, equipment, and public stores on charge in unit store are checked once every six months, and will enter a certificate in the Unit Accountant’s stock ledger that this duty has been performed and that deficiencies or irregularities have been dealt with in accordance with Departmental regulations.”

  2. After paragraph 25 add the following:—
    “25A. The C.O. is responsible for the issue of clothing and equipment to all officers of his unit, and for the receipt from them of the same.
    “25B. When a change of command occurs in a squadron or company, &c., the C.O. will be responsible for the transfer and handing-over of all accounts, stores, equipment, and all other Government property which may be on issue to the squadron or company, &c. (see Appendix 2, N.Z. Equipment Regulations).”

  3. Paragraph 79 is hereby amended by adding the following subparagraphs:—
    “(9.) He will be responsible for the issue of clothing and equipment to—
    “(a.) All officers on the Unattached List;
    “(b.) Any other Territorial officer not attached to or belonging to a definite Territorial unit; and
    “(c.) Members of the New Zealand Permanent Staff or New Zealand Permanent Staff (temp.); serving in his group, and for the receipt from them of the same.

“(10.) He will be responsible that the stock of clothing, arms, equipment, and other public stores held on charge in the group store are checked once every six months, and will enter a certificate in the Group Accountant’s stock ledger that this duty has been performed, and that deficiencies or irregularities have been dealt with in accordance with Departmental regulations.

“(11.) When a change of command occurs in a company of Senior Cadets, the Group Commander will be responsible for the transfer and handing-over of all stores, equipment, and other Government property which may be on issue to the company (see Appendix 2, N.Z. Equipment Regulations).”

  1. Paragraph 82 is hereby amended by adding the following subparagraphs:—
    “(9.) Area or Sub-area Sergeants-Major will be sub-accountants to the Group Accountant, and will be responsible to the Area Officer (or, where there is no Area Officer, direct to the Group Commander) for the issue of clothing to Senior Cadets, and the receipt from them of the same, accounting, care and custody of arms, accoutrements, office furniture, training and range equipment, and other public stores on issue to their respective sub-areas.

“(10.) In localities away from the headquarters of the squadron or company, &c., where Group and Unit Commanders in consultation agree that the visit of the Unit Quartermaster-Sergeant would entail unwarranted expense, the Sub-area Sergeant-Major will be responsible for the issue of clothing, arms, equipment, and other public stores to members of the Territorial Force, and the receipt from them of the same.”

  1. Paragraph 83 is hereby revoked, and the following substituted:—
    “83. Group and Unit Quartermaster-Sergeants will belong to and be trained by the New Zealand Army Ordnance Corps, and when posted for duty in districts will be borne as supernumeraries on the establishment of that corps. They will be included in the effective strength of the group or unit in which they are actually serving, and will be so accounted for in periodical returns for those groups or units. In so far as the questions of efficiency, leave, and duty are concerned, Quartermaster-Sergeants will be under the direct supervision of the A.Q.M.G. of the district, and will be directly responsible to the Group or Unit Commander, as the case may be, for the performance of their respective duties as Group or Unit Accountants. They will devote the whole of their time to the accounting, care, and custody of public property on issue
