GORE BOROUGH COUNCIL.

EXTRACT FROM THE MINUTES OF PROCEEDINGS AT A MEETING
HELD ON THE 2ND DAY OF SEPTEMBER, 1918.

IN pursuance and in exercise of the powers vested in it
in that behalf by the Local Bodies' Loans Act, 1913,
and of all other powers (if any) it thereunto enabling, the
Gore Borough Council hereby resolves as follows:
That, for the purpose of providing for the payment of
interest, sinking fund, and other charges on the Gore Borough
Council Flood-protection Works Loan of £20,000, 1918,
authorized to be raised by the Gore Borough Council, under
the above-mentioned Act, for the purpose of constructing
flood-protection works, the said Council hereby makes and
levies a special rate of one and two-fifths of a penny in the
pound sterling on the rateable value (on the basis of the
unimproved value) of all rateable property in the Borough
of Gore; and that such special rate shall be an annually
recurring rate during the currency of such loan, and be pay-
able yearly on the lst day of June during the currency of
such loan, being a period of twenty-one years, or until the loan
is fully paid off.
The common seal of the Gore Borough Council was hereto
affixed at the office of and pursuant to a resolution of the
Gore Borough Council, in the presence of—

OTAMATEA COUNTY COUNCIL.

RESOLUTION MAKING SPECIAL RATE.

IN pursuance and exercise of the powers vested in it in
that behalf by the Local Bodies' Loans Act, 1913, and
all other powers it thereto enabling, the Otamatea County
Council hereby resolves as follows:
That, for the purpose of providing interest and other
charges on a loan of £475 (four hundred and seventy-five
pounds), authorized to be raised under section 18 of the
above-mentioned Act, for the Wairau Riding of the Otamatea
County, the Otamatea County Council hereby makes and
levies a special rate of one-sixteenth of a penny in the pound
on the capital value of all rateable property lying within the
Wairau Riding of the Otamatea County; and that such special
rate shall be an annual-recurring rate during the currency of
such loan, and be payable yearly on the first day of July in
each and every year during the currency of such loan, being
a period of thirty-six years and a half, or until the loan is
fully paid off.
The above resolution was passed at a special meeting of
the Otamatea County Council held on Monday, the 2nd day
of September, 1918, and the common seal of the Council was
hereto affixed, in the presence of—

MARION KING BENNIE WHYTE, Bachelor of
Medicine and Bachelor of Surgery, New Zealand, 1918,
now residing in Dunedin, hereby give notice that I intend
applying on the 8th October, 1918, next to have my name
placed on the Medical Register of the Dominion of New
Zealand, and that I have deposited the evidence of my
qualification in the office of the Registrar of Births and
Deaths at Dunedin.

been removed from Mangarakau, in the County of Colling-

SCHOOL FOR THE DEAF, NEAR SUMNER,
CHRISTCHURCH.
UNDER THE CONTROL AND SUPERVISION OF THE EDUCATION
DEPARTMENT.

Director : Mr. J. E. STEVENS.

FOR Deaf Children of sound intellect. The pupils are
taught to understand and use ordinary speech. The
full charge for board and education is £40 a year, but less
is accepted from parents who cannot afford to pay this
amount. In case of necessity admission is free.
By the Education Act it is compulsory for deaf children
to come under instruction at the age of six, and to con-
tinue until the age of twenty-one unless the Education
Department previously grants exemption. Though a child
is, as a rule, best fitted to begin the school course at the
age of six, advice should be obtained as soon as any sign
of deafness is observed.
The following classes of deaf children are admitted to
the School for the Deaf (sound intellect being always a
necessity):

  1. Children born deaf, or who have lost their hearing
    before learning to speak.
  2. Children who can hear a little, but are too deaf to
    be taught in a public school.
  3. Children who have lost their hearing after having
    learned to speak.
    The Act imposes upon every parent, teacher of a school
    (either public or private), constable, or officer of a chari-
    table or kindred institution who is aware of the place of
    residence (either temporary or permanent) of a deaf child,
    and the householder in whose house any such child re-
    sides, an obligation to send notification of the fact to the
    Minister of Education, giving the name, age, and address
    of the child; and any neglect or failure to comply with
    this provision involves liability to a fine.
