That the raw material is reasonably accessible and can be worked at a profit.

That a committee to be appointed by the Minister of Agriculture to examine the deposit is satisfied that there is sufficient to warrant payment of the bonus; provided that if a small deposit is discovered a proportion of the bonus offered will be paid on and in accordance with the recommendation of the committee.

That the fertilizer made from the phosphate can be disposed of at a price which will allow of its being remuneratively used for agricultural purposes.

That the composition of the phosphate averages not less than 50 per cent. of phosphate of lime (tricalcic phosphate); provided, however, that should a phosphate of a lower average composition be discovered, the committee may recommend that a portion of the bonus be granted.

That the bonus shall only be paid to the first claimant who satisfies the above conditions.
The terms of payment shall be—
One-fifth on the committee reporting favourably on the discovery;
One-fifth on delivery of the first 200 tons to purchasers;
The remaining three-fifths by equal payments on delivery of each additional 150 tons to purchasers.
Applications, addressed to “The Secretary of Agriculture, Industries, and Commerce,” will be received up to and including the 31st day of March, 1919.
Specimens of phosphate rock may be seen at the office of any of this Department’s Fields Inspectors, and a leaflet descriptive of the phosphate, and showing how it may be roughly tested, may be obtained on application to these officers. A limited number of specimens of New Zealand phosphate rock are available for distribution to farmers, prospectors, and others interested, and will be sent free on application to the Chemist, Department of Agriculture, Industries, and Commerce, Wellington.

IT is hereby notified for public information that the Havelock North Town Board has, by special order, declared the following plants to be noxious weeds within the meaning of the Noxious Weeds Act, 1908, in the district under its jurisdiction:—

Proclaiming Land as Public Road at Rarotonga, Cook Islands.
WHEREAS by section 606 of the Cook Islands Act, 1915, it is provided that if the Minister for the Cook Islands is satisfied that any Crown, European, or Native land has been continuously used as a public highway as of a right for not less than five years before the commencement of the Act he may, by Warrant, proclaim that land as a road:
And whereas, I, Maui Pomare, the Minister for the Cook Islands, am satisfied that the land set out and described in the Schedule hereto has been continuously used as a public highway as of a right for not less than five years prior to the commencement of the Cook Islands Act, 1915:
Now, therefore, I do hereby proclaim the said land as a road.
SCHEDULE.
ALL that area in Rarotonga, being a road five metres wide, intersecting Section 46c (Puati), Takitumu District. The western side of the said road runs from Concrete Block 77, on the northern side of the main Coast Road, north-westerly to an orange tree at the south-eastern corner of Section 45N No. 2 (Porutu), and thence along the eastern boundary of that section to the Ara Metua Road. As the same is delineated on the plan marked C.I.A. 18/1/19, deposited in the office of the Cook Islands Administration at Wellington, and thereon coloured red.
As witness my hand, at Wellington, this 23rd day of January, 1918.
