Altering Boundaries of Raupo Drainage District, County of Otamatea.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this seventh day of January, 1918.
Present:
THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING IN COUNCIL.
WHEREAS the Raupo Drainage Board, being of the opinion that the lands described in the First Schedule hereto, situated in the County of Otamatea, and not included in the Raupo Drainage District (hereinafter referred to as “the said district”), are deriving benefit from the drainage-works carried out by the said Board, did, in accordance with the provisions of section six of the Land Drainage Amendment Act, 1913 (hereinafter referred to as “the said Act”), present a petition to His Excellency the Governor-General praying that the boundaries of the said district might be altered so as to include such lands in the said district:
And whereas in respect thereof a Commission has been appointed to inquire and report as to the several matters mentioned in subsection three of section six of the said Act:
And whereas the Commission so appointed has reported that such lands should be included in the said district:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority vested in him by section six of the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that as on and from the date hereof the boundaries of the said district are hereby altered so as to include in the said district the lands described in the First Schedule hereto, and that the boundaries of the said district shall be those described in the Second Schedule hereto.
FIRST SCHEDULE.
AREA INCLUDED IN THE RAUPO DRAINAGE DISTRICT.
ALL that area in the Auckland Land District bounded by a line commencing at the south-western corner of Section 86, Tokatoka Parish; thence along the northern side of the road forming the southern boundaries of Sections 86, 87, 85, 84, 83, and 81, Tokatoka Parish; across a road, and along the north-eastern side of the road forming the south-western boundaries of Sections 8 and 7, Omaru Parish; and thence along the present boundary of the Raupo Drainage District as described in the New Zealand Gazette of the 25th November, 1909, page 3031, to the place of commencement.
Also all that area bounded by a line commencing at the westernmost corner of Section 3, Omaru Parish; thence along the northern boundary of that section and the north-eastern boundaries of Sections 3, 2, and 1, Omaru Parish, to the easternmost corner of the last-mentioned section; and thence along the present boundary of the Raupo Drainage District as described in the New Zealand Gazette of the 25th November, 1909, page 3031, to the place of commencement.
SECOND SCHEDULE.
RAUPO DRAINAGE DISTRICT.
ALL that area in the Auckland Land District bounded towards the north-west by Tokatoka Parish from the Wairoa River to the western boundary of Omaru Parish, by that parish to the south-western corner of the middle portion of Section 7, Omaru Parish, by the said middle portion of Section 7
and a right line across a road to the western boundary of Section 20, Omaru Parish; thence towards the north-east generally by Sections 20, 24, and 25, Omaru Parish, across a road, and by the road forming part of the southern boundary of Section 25 aforesaid, the road forming the south-western boundaries of Sections 26, 27, 28, 29, 152, 151, 150, and 149, Omaru Parish; thence by Section 1A, Block XIII, Matakoe Survey District (closed road), and the road running to the north-western corner of Section 257, Matakoe Parish; thence by Sections 257, 259, 55, 56, and 57, Matakoe Parish, and the road forming the south-western boundaries of Sections 53A, 53, and 54 to the stream intersecting the said road near the northernmost corner of Section 54A, Matakoe Parish; and thence by the said stream to the Wairoa River at Te Kowhai; and thence towards the south and south-west by the Wairoa River to the place of commencement.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-second day of December, 1917.
Present:
THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the loans set out in column B therein:
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the raising of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto, provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.
