Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the powers conferred by the above-in-part-recited Acts, and
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby approve of the
said resolution to the extent hereinbefore mentioned.

SCHEDULE.
ALL that portion of Downe Street, in the Taranaki Land
District, Borough of New Plymouth, adjoining Sections 803
to 808, Town of New Plymouth; also all that portion of
Dawson Street, in the said land district and borough, ad-
joining Section 803, Town of New Plymouth.
As the said portions of streets are more particularly
delineated on the plan marked P.W.D. 42993, deposited in
the office of the Minister of Public Works at Wellington, in
the Land District of Wellington, and thereon coloured red.

Vesting the Control of a Reserve for Gravel Purposes in the
Wyndham Town Board.

At the Government Buildings at Wellington, this twenty-
second day of December, 1917.

IN COUNCIL.
WHEREAS the land described in the Schedule hereto
has been permanently reserved for gravel purposes:
And whereas it is expedient that the control of the said reserve
should be vested in the Wyndham Town Board:
Now, therefore, His Excellency the Governor-General of the
Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
and in exercise of the powers and authorities conferred upon
him by section two of the Public Reserves and Domains
Amendment Act, 1914, doth hereby vest the control of the
said reserve in the Wyndham Town Board.
SCHEDULE.
ALL that area in the Southland Land District, containing by
admeasurement 6 acres, more or less, being Section 79,
Block VI, Town of Wyndham. Bounded towards the south-
east by a road, 1160 links; towards the south by Cardigan
Road, 720 links; and towards the north-west by reserve
along Mataura River: be all the aforesaid linkages more or
less. As the same is delineated on the plan marked L. and S.
6/5/49, deposited in the Head Office, Department of Lands
and Survey, at Wellington, and thereon bordered red.

Validating Proceedings in connection with a Loan of £1,500
proposed to be raised by the Cook County Council.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-
second day of December, 1917.

IN COUNCIL.
WHEREAS the Cook County Council lately proposed to
raise a loan of one thousand five hundred pounds,
under the Local Bodies' Loans Act, 1913, for the purpose of
enlarging and extending the Muhunga Drain:
And whereas an irregularity or defect occurred in the
voting-paper used at the poll upon the said proposal, in that
the intention to pay out of the loan the cost of raising the loan
was not set forth in such voting-paper:
And whereas the first publication of the date of the poll of
the ratepayers upon the said proposal was not made not less
than fourteen days before the date of the said poll, as required
by subsection two of section ten of the above-named Act:
And whereas six days intervened between the last publica-
tion of the notice of intention to raise the loan prescribed
by section nine of the said Act and the date on which the
said poll of the ratepayers was taken, instead of a period
of not less than one week as required by subsection two
of section ten of the above-named Act:
And whereas it appears that the ratepayers have not been
misled by such irregularities or defects, and it is expedient to
validate the same:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise
of the powers and authorities conferred on him by section
one hundred and eleven of the Local Bodies' Loans Act, 1913,
and acting by and with the advice and consent of the Execu-
tive Council of the said Dominion, doth hereby declare that
the proceedings in connection with the said loan shall be
valid to all intents and purposes as though the intention to
pay out of the loan the cost of raising the loan had been set
forth in the said voting-paper, and as though the require-
ments of section ten of the said Act as above mentioned had
been strictly complied with, and that the proceedings in
connection with the said loan shall not be called into question
by reason only of the irregularities or defects aforesaid.

War Bursaries.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-
second day of December, 1917.

IN COUNCIL.
IN pursuance of the powers and authority conferred upon
him by section thirty of the War Legislation Act, 1917,
and of all other powers enabling him in this behalf, His
Excellency the Governor-General of the Dominion of New
Zealand, acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby make
the regulations contained in the Schedule hereto for the
award and tenure of war bursaries; and doth further provide
that this order shall come into force as from the date hereof.
SCHEDULE.

  1. A BURSARY may be awarded under these regulations to
    a young person of either sex who is certified by the War
    Pensions Board to be the dependant of a member of the
    New Zealand Expeditionary Forces who has been killed
    through active military service, or who as the result of such
    service has suffered disablement the nature and extent of
    which in the opinion of the Board warrants the award of a
    bursary to the dependant, and-
    (a.) Who is qualified to receive free education at technical
    classes other than the classes of a technical high
    school ; or
    (b.) Who is qualified to hold a free place at a secondary
    school, a district high school, or a technical high
    school; or
    (c.) Who, being under the age of nineteen on the nearest
    first December, is qualified to receive (i) a University
    bursary or (ii) an educational bursary.
  2. A young person who is qualified under one of the
    paragraphs (a), (b), or (c) above, and has accordingly been
    admitted to free education or to a free place, or has been
    awarded a University or an educational bursary, shall, so
    long as he complies with the regulations pertaining to such
    free place or bursary, receive a monetary grant in aid of
    necessary incidental expenditure incurred during the period
    of his attendance, as follows : If qualified under paragraph (a),
    an allowance of £1 10s. for each year in which the require-
    ments of a free place are fulfilled, provided that the allowance
    may be increased to £3 if a grouped course approved under
    the regulations for technical instruction and occupying not
    less than four hundred hours a year is taken; if qualified
    under paragraph (b), an allowance at the rate of £5 per annum;
    if qualified under paragraph (c), an allowance at the rate of
    £10 per annum.
  3. If in the opinion of the Director of Education a young
    person to whom these regulations apply is obliged to live
    away from home in order to prosecute his studies, he shall
    further be entitled to receive, in quarterly or half-yearly
    instalments, by way of boarding-allowance, a payment not
    exceeding £15 for any year if he regularly attends day classes
    constituting a grouped course approved under the regulations
    for technical instruction and occupying not less than four
    hundred hours a year, or a payment at the rate of £30 per
    annum if he regularly attends a secondary school, a district
    high school, or a technical high school, or if he is the holder
    of a University or an educational bursary; provided that in
