terms aforesaid, the maximum wholesale price thereof shall be a price
equivalent as regards the seller to the maximum price above mentioned.
3. The district to which this Order in Council relates shall consist
of the boroughs of Wellington, Miramar, Karori, Onslow, Lower Hutt,
Petone, and Eastbourne, the town districts of Johnsonville and Upper
Hutt, and the counties of Hutt and Mākara.

Prohibiting the Export of Hides and Calf-skins to any Destination.

LIVERPOOL, Governor.

ORDER IN COUNCIL

At the Government Buildings at Wellington, this twelfth day of March,
1917.

Present:

THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.

WHEREAS by Order in Council of the tenth day of April, one
thousand nine hundred and sixteen, issued under the authority
of section forty-seven of the Customs Act, 1913, as extended by section
twenty-four of the Regulation of Trade and Commerce Act, 1914, the
export of hides of forty-five pounds weight or more is prohibited to any
destination except with the consent of the Minister of Customs, and the
export of hides less than forty-five pounds in weight and of calf-skins
is prohibited to any destination other than the United Kingdom or the
Commonwealth of Australia, except with the consent of the Minister of
Customs:

And whereas, in the opinion of the Governor, it is necessary in the
public interest that the export of hides and of calf-skins should be abso-
lutely prohibited:

Now, therefore, His Excellency the Governor of the Dominion of New
Zealand, in pursuance and exercise of the powers conferred on him by
section forty-seven of the Customs Act, 1913, and section twenty-four of
the Regulation of Trade and Commerce Act, 1914, and acting by and with
the advice and consent of the Executive Council of that Dominion, doth
hereby amend the hereinbefore-recited Order in Council of the tenth day
of April, one thousand nine hundred and sixteen:—

(a.) By omitting from the Second Schedule thereto the reference to
hides of forty-five pounds weight or more; and

(b.) By revoking the Fourth Schedule thereto.

And, with the like advice and consent, and in further pursuance of
the authority conferred by the said sections, doth hereby prohibit the
export of hides and calf-skins to any destination; except that in the
case of hides submitted for sale to the Government and rejected by the
Government valuer as not being of good marketable quality or in good
marketable condition, the Minister of Customs may grant a permit to
export such hides to British possessions only. Such permit will only
be granted subject to the rejected hides remaining, up to the time of
shipment, under the supervision of Government officers, or such other
person or persons as may be appointed by the Government for the
purpose.

Purchase of Hides by the Government.

WHEREAS for the purposes of the present war it is necessary that His Majesty’s Government of
the United Kingdom should acquire supplies of hides from New Zealand: And whereas by
Order in Council of the 12th day of March, 1917, issued under the authority of section 47 of the
Customs Act, 1913, and section 24 of the Regulation of Trade and Commerce Act, 1914, the export of
hides and calf-skins is prohibited: And whereas arrangements have been made whereby the
Government of New Zealand will acquire on behalf of His Majesty’s said Government the supplies
of hides required as aforesaid:

Now, therefore, it is hereby notified as follows for the information of the public and of all persons
concerned:—

  1. The New Zealand Government (hereinafter referred to as “the Government”) is prepared to
    purchase for and on behalf of His Majesty’s Government of the United Kingdom all hides, including
    calf-skins, suitable for the requirements of that Government and not required for use within New
    Zealand, on the terms and conditions and in accordance with the scheme hereinafter set forth.

  2. The persons named in the First Schedule hereto, and hereinafter referred to as “Government
    brokers,” will act as the agents both of the Government and of the sellers in the purchase of hides by
    the Government in accordance with the following provisions.
