Council of the County of Horowhenua to raise a Loan of
£1,250 for the Purpose of widening and deepening the
Koputaru Stream and constructing New Drains.

At the Government Buildings at Wellington, this eighteenth
day of December, 1916.
Present:
THE HONOURABLE J. ALLEN PRESIDING IN COUNCIL.
WHEREAS the Horowhenua County Council, acting under
and in pursuance of section sixteen (e) of the Local
Bodies' Loans Act, 1913, lately proposed to raise a loan of
one thousand two hundred and fifty pounds for the purpose
of widening and deepening the Koputaru Stream and constructing new drains:
And whereas the “ratepayers' consent” given under section sixteen (e) aforesaid is irregular, in that one of the subscribing ratepayers has attested the signatures of the other subscribers thereto:
And whereas the said ratepayers have not been in any way misled by the said irregularity, and it is expedient that the irregularity should be validated :
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power conferred on him by section one hundred and eleven of the Local Bodies' Loans Act, 1913, and of every other power and authority enabling him in this behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the ratepayers' consent shall be valid to all intents and purposes as though the signatures to the same had been properly witnessed, and that the validity of the proceedings in connection with the said loan shall not be called into question by reason only of the irregularity aforesaid.

And whereas the “ratepayers’ consent” given under section sixteen (e) aforesaid is irregular, in that one of the subscribing ratepayers has attested the signatures of the other subscribers thereto, and another subscribing ratepayer has attested the signatures of the first-mentioned attesting subscriber :
And whereas the said ratepayers have not been in any way misled by the said irregularity, and it is expedient that the irregularity should be validated :
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power conferred on him by section one hundred and eleven of the Local Bodies’ Loans Act, 1913, and of every other power and authority enabling him in this behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the ratepayers’ consent shall be valid to all intents and purposes as though the signatures to the same had been properly witnessed, and that the validity of the proceedings in connection with the said loan shall not be called into question by reason only of the irregularity aforesaid.

Validating Annual Meeting of Masterton County Council.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-second
day of December, 1916.

His Excellency THE GOVERNOR IN COUNCIL.
WHEREAS by section seventy-five of the Counties Act,
1908 (hereinafter referred to as “the said Act”), it is provided that each County Council shall hold an annual meeting on the fourth Wednesday in November in every year : And whereas the annual meeting of the Masterton County Council in the year one thousand nine hundred and sixteen was held on Wednesday, the twenty-ninth day of November, being the fifth Wednesday, instead of Wednesday, the twenty-second day of November, being the fourth Wednesday, in the said month :
And whereas it is expedient to validate the holding of the said annual meeting as aforesaid :
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power and authority vested in him in that behalf by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby validate the holding of the said annual meeting of the Masterton County Council on Wednesday, the twenty-ninth day of November, one thousand nine hundred and sixteen.

Approving the Y.M.C.A. War Fund under the War Contributions Validation Act, 1914 (No. 2).
LIVERPOOL, Governor.
WHEREAS by section two of the War Contributions Validation Act, 1914 (No. 2), (hereinafter referred to as “the said Act”), it is enacted as follows :— Contributions, whether in money or kind, may be made by any local authority or body of persons, whether corporate or unincorporate, other than private trustees under a settlement or will,—
(a.) For the relief of distress occasioned by the war in which His Majesty is at present engaged, whether such distress exists in New Zealand or elsewhere in the British Dominions, or in any country allied to His Majesty;
(b.) For any patriotic objects approved for the purposes of this Act by the Governor:
Provided that every such contribution is paid either—
(i.) Into a public fund established by the Government, or by any local authority, for the purposes of such relief of distress, or patriotic objects ; or
(ii.) Into a fund established by persons other than the Government or a local authority, where such fund and the conditions of control and expenditure thereof are approved for the purposes of this Act by the Governor:
And whereas the National Committee of the Young Men’s Christian Associations of New Zealand has established a fund known as the Y.M.C.A. War Fund for the following purposes —namely, to provide comforts for New Zealand soldiers in training-camps, upon troopships, in the firing-line, and at rest camps, also to provide Y.M.C.A. hutments where the need exists ; and has submitted the said fund and the conditions of control and expenditure thereof for approval, as required by the hereinbefore-quoted provisions of the said Act :
Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor of the Dominion of New Zealand, do hereby approve for the purposes of the said Act—
(1.) The Y.M.C.A. War Fund hereinbefore referred to, established by the said National Committee of the Young Men’s Christian Associations of New Zealand; and
(2.) The conditions of control and expenditure of the said fund, as set out in the rules adopted by the said National Committee of the Young Men’s Christian Associations of New Zealand.
As witness the hand of His Excellency the Governor, this twenty-ninth day of December, one thousand nine hundred and sixteen.
