assume command of all members attending such fire, including volunteers and private brigades, and all members shall work under his orders only.

  1. Misconduct or breach of discipline by any member of the Brigade shall constitute a breach of the by-laws, and the Board may, in its discretion, inflict fines up to a sum not exceeding £2 in the case of a paid member, or £1 in the case of an auxiliary member receiving any pay or allowance, for every separate offence, and (or) may dismiss such member. Any fines as aforesaid shall be stopped from any pay or allowance due to the offending member.

  2. On discharge from the Board’s service, either by resignation or dismissal, each member must return to the station to which he may be posted, in good order and condition (fair wear-and-tear excepted), every article of clothing or equipment, the property of the Board, which may be on issue to him; and in the event of his failing so to do, the cost of any article of clothing or equipment not returned, or returned in a damaged condition, shall be charged to him, and deducted from any pay or money that may be due to him, or recovered by process of law.

  3. Donations by the public in recognition of the Brigade’s services shall be the property of the Brigade, and shall be paid into a separate account to be operated on by the Chairman of the Board and the Superintendent, and shall be used in providing for the comfort and recreation of the members, or otherwise for the benefit of the Brigade, in accordance with regulations the Brigade may make and the Board approve.

  4. Every member in the employ of the Board will be supplied with suitable uniform and accoutrements, for the safety, cleanliness, good order, and repair of which the member will be held responsible, fair wear-and-tear when on duty excepted. Such uniform, boots, and accoutrements remain and are the property of the Board, and may be worn only when the members are on duty. Any member wilfully damaging or disposing of all or any part thereof will be liable to be prosecuted.

  5. On the first alarm of fire, night or day, members are to proceed to the scene of the fire with all possible speed.

  6. Every member joining the Brigade is required to make himself acquainted with the by-laws and regulations in force, and shall sign a copy of same, and also with such other by-laws and regulations and orders as may be made from time to time by the Board or the Superintendent.

  7. Every member is required to obey all lawful orders given by persons placed in authority over him, and also strictly to comply with all regulations issued by the Board.

  8. Any member absenting himself, without leave from the Superintendent, from two or more fires, drills, or alarms in succession which occur after working-hours, may be fined 2s. 6d. for the first offence, 5s. for the second, and dismissal for the third. Fines to be stopped from any money due to the fireman.

  9. No member, under any pretence whatsoever, is permitted to leave the location of a fire without the instructions or permission of the officer in charge at the fire.

  10. Members shall not be allowed to take any intoxicating liquors, or to smoke while on duty at a fire or practice or other duties, without permission from the officer in charge.

  11. Any member guilty of negligence or misconduct, whether on duty or not, or found in such a state as to unfit him to perform the duties required, may, at the discretion of the Superintendent or senior officer in charge of the station, be suspended until the following meeting of the Board. When action is taken under this clause, a report of such suspension shall be immediately sent to the Chairman of the Board.

  12. In all cases of suspension the circumstances connected therewith shall be reported to the Board, who will deal with the matter at the next meeting, when the offending member may, if he so wishes, appeal against the suspension.

  13. No member shall be entitled to any pay during the period he may remain under suspension from duty, unless the Board, on investigation of the circumstances, acquits him from all blame in the matter.

  14. Unless otherwise provided, one week’s written notice given on either side shall terminate the agreement for service of members.

  15. The Superintendent shall have sole discretion as to the number of men to whom leave may be granted at any time.

  16. No member of the Brigade shall under any circumstances write any letters or furnish any information to the Press on matters connected with the Board or Brigade, save that, in the event of a superior officer not being present, the senior on duty may give particulars regarding any fire which has been attended.

  17. One drill every week for alternate teams will be held, when every member shall attend, or give a satisfactory reason for his absence.

  18. All members of the Brigade under twenty-one years of age shall be off the station before 10 p.m., excepting when on special duty.

The foregoing by-laws were made by the Woolston Fire Board on the sixth day of December, 1917, and were sealed with the Seal of the Board on the sixth day of December, 1917.

Notice respecting proposed Alteration of Boundaries of City of Christchurch.

Wellington, 18th December, 1917.

Pursuant to section 14 of the Municipal Corporations Amendment Act, 1913, it is hereby notified that a petition, in accordance with regulations, signed by not less than one-fourth of the electors of the area described in the Schedule hereto, being part of the County of Heathcote, has been presented to His Excellency the Governor-General praying that the said area may be excluded from the said county and included in the City of Christchurch. All persons affected are hereby called upon to lodge any written objections to or petitions against the proposed alteration within one month from the first publication of this notice. Such objections or petitions are to be addressed and forwarded to the Minister of Internal Affairs, Wellington.


SCHEDULE.

AREA PROPOSED TO BE ADDED TO THE CITY OF CHRISTCHURCH.

All that area in the Canterbury Land District bounded by a line commencing at a point on the left bank of the Heathcote River where it is intersected by the Christchurch-Lyttelton Railway line, thence along the railway line to Station Road near the Woolston Railway-station, along the north-western side of that road to and across Hills Road, along the south-western side of Hills Road to the road intersecting Rural Section 1012, along the western side of that road to a point in line with the southern boundary of Rural Section 13922; thence to and along the southern boundary of that section, the southern boundary of Rural Section 15453, and part of its western boundary to the south-eastern corner of Rural Section 5267; thence along the southern boundary of that section and its production to Rapaki Road, along the eastern side of that road to and across the Heathcote River, and along its left bank to the railway-line, the place of commencement.

Date of Election to fill Extraordinary Vacancy in Waihi Fire Board by Insurance Companies.

Pursuant to the Fire Brigades Act, 1908, and the rules made thereunder, I, George Warren Russell, Minister of Internal Affairs, being the Minister charged with the administration of the said Act, do hereby appoint Thursday, the 10th day of January, 1918, to be the day for holding the election of one member to the Waihi Fire Board by the insurance companies concerned, such election being held to fill an extraordinary vacancy caused by the resignation of Mr. Charles E. Palmer.
