Validating Proceedings in connection with a Loan of £370 proposed to be raised by the Patea County Council.
LIVERPOOL, Governor-General.
ORDER IN COUNCIL.
At the Government House at Wellington, this nineteenth day of November, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS the Patea County Council, acting under and in pursuance of paragraph (e) of section sixteen of the Local Bodies’ Loans Act, 1913, lately proposed to raise a loan of three hundred and seventy pounds for the purpose of metalling Clifford Road:
And whereas the special roll of the ratepayers, although deposited for public inspection, was not deposited in accordance with the provisions of the above-mentioned Act and the regulations made thereunder, inasmuch as the said roll was not deposited for public inspection not less than seven days before any steps were taken to raise the loan as required by section seventeen of the said Act:
And whereas it appears that the ratepayers have not been misled by such irregularity, and it is expedient to validate the same:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred on him by section one hundred and eleven of the Local Bodies’ Loans Act, 1913, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby validate the proceedings taken to raise the said loan in so far as the validity of these proceedings may be affected by the failure to deposit the special roll at the proper time; and doth hereby declare that the proceedings in connection with the said loan shall not be called into question by reason only of the irregularity aforesaid.

Validating Proceedings in connection with a Loan of £700 proposed to be raised by the Whangamarino Road Board.

ORDER IN COUNCIL.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS the Whangamarino Road Board, acting under and in pursuance of paragraph (e) of section sixteen of the Local Bodies’ Loans Act, 1913, lately proposed to raise a loan of seven hundred pounds for the purpose of forming, metalling, and culverting the Waipuna Valley Road:
And whereas the resolution making and levying the special rate as security for the said loan is irregular in that such resolution was passed before the special order authorizing the raising of the loan was gazetted as required by section seventy-three of the Road Boards Act, 1908:
And whereas the special order authorizing the raising of the said loan, although published once in each of four weeks, was not published once in each of the four weeks immediately preceding the day on which the subsequent meeting to confirm the said special order was held, as required by section seventy-two of the Road Boards Act, 1908:
And whereas it appears that the ratepayers have not been misled by the said irregularities, and it is expedient to validate the same:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred on him by section one hundred and eleven of the Local Bodies’ Loans Act, 1913, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the resolution making and levying the special rate as security for the said loan and the said special order shall be valid to all intents and purposes as though the said resolution had been passed at the proper time, and the said special order had been properly published, and that the proceedings in connection with the said loan shall not be called into question by reason only of the irregularities aforesaid.

Validating Proceedings in connection with a Loan of £600 proposed to be raised by the Piako County Council.

ORDER IN COUNCIL.
At the Government House at Wellington, this nineteenth day of November, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS the Piako County Council, acting under and in pursuance of paragraph (e) of section sixteen of the Local Bodies’ Loans Act, 1913, lately proposed to raise a loan of six hundred pounds for the purpose of constructing drainage-works in the Shaftsbury Special-rating Area:
And whereas the ratepayers’ consent given under paragraph (e) of section sixteen aforesaid is irregular, in that one of the subscribing ratepayers has attested the signatures of the other subscribers thereto:
And whereas it appears that the ratepayers have not been misled by the said irregularity, and it is expedient to validate the same:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred on him by section one hundred and eleven of the Local Bodies’ Loans Act, 1913, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the ratepayers’ consent to the raising of the said loan shall be valid to all intents and purposes as though the same had been properly witnessed, and that the validity of the proceedings in connection with the said loan shall not be called into question by reason only of the irregularity aforesaid.

Appointing Three Members of the Whangarei Harbour Board.
LIVERPOOL, Governor-General.
WHEREAS it is provided by the eleventh section of the Harbours Amendment Act, 1910, that if any constituent district or combined district fails at any election to elect the required number of representatives the Governor-General may, by Warrant under his hand, appoint such qualified persons as he thinks fit to be the representatives of that district in lieu of those who ought to have been elected; and the persons so appointed shall hold office in all respects as if they had been duly elected in conformity with the said Act:
And whereas three members of the Whangarei Harbour Board should have been elected by the electors of the County of Whangarei: And whereas the County of Whangarei failed to elect three members:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in exercise of the hereinbefore-recited power and authority, doth hereby appoint
HENRY ANDREW MOREY,
JOHN RICHARD McINNES, and
JAMES DAVID McKENZIE
to be members of the Whangarei Harbour Board as the representatives of the electors of the County of Whangarei, to fill the vacancies caused by the before-mentioned failure to elect.
As witness the hand of His Excellency the Governor-General, this sixth day of November, one thousand nine hundred and seventeen.

PURSUANT to the authority conferred upon me by the two-hundred-and-eighty-eighth section of the Justices of the Peace Act, 1908, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby notify and declare that
CHARLES HENRY CULLEN,
being a person holding the office of Postmaster under the Post and Telegraph Act, 1908, at Batley, is authorized to take and receive statutory declarations under the two-hundred-and-eighty-eighth section of the Justices of the Peace Act, 1908.
