Date of Election to fill Vacancy on Hawera Fire Board by Fire-insurance Companies.

PURSUANT to the Fire Brigades Act, 1908, and the rules made thereunder, I, George Warren Russell, Minister of Internal Affairs, being the Minister charged with the administration of the said Act, do hereby appoint Friday, the 16th day of February, 1917, to be the day for holding an election of one member of the Hawera Fire Board by the fire-insurance companies concerned, such election being held to fill the vacancy caused by the death of Mr. H. Stocker.

Notice respecting Proposed Alteration of Boundaries, Elstow Drainage District, Counties of Ohinemuri and Piako.

Wellington, 25th January, 1917.

IT is hereby notified that a petition, signed by a majority of the ratepayers in the area proposed to be included, has been presented to His Excellency the Governor, under the Land Drainage Act, 1908, praying that the area described in the Schedule hereto may be included in the Elstow Drainage District. All persons affected are hereby called upon to lodge any written objections to or petitions against the proposed inclusion which they desire to lodge, within one month from the first publication of this notice, such objections or petitions to be addressed to the Minister of Internal Affairs, Wellington.


SCHEDULE.

AREA PROPOSED TO BE ADDED TO THE ELSTOW DRAINAGE DISTRICT.

ALL that area in the Auckland Land District bounded by a line along the northern side of the Paeroa–Tahuna Road from the Waitoa River to the Ngutumanga Road, along the north-eastern side of that road to a point opposite the northernmost corner of part Koromatua No. 1 Block, across the road and along the western boundary of the said block to the Waitoa River, and along the right bank of that river to the northern side of the Paeroa–Tahuna Road, the place of commencement.

Notice respecting Proposed Town District of Te Karaka, County of Waikohu.

Wellington, 30th January, 1917.

IT is hereby notified that a petition has been presented to His Excellency the Governor, under the Town Boards Act, 1908, praying that the area described in the Schedule hereto may be constituted a town district under the said Act, by name the Town District of Te Karaka. All persons affected are hereby called upon to lodge any written objections to or petitions against the constitution of the said town district which they desire to lodge, within one month from the first publication of this notice, such objections or petitions to be addressed to the Minister of Internal Affairs, Wellington.


SCHEDULE.

PROPOSED TOWN DISTRICT OF TE KARAKA.

ALL that area in the Hawke’s Bay Land District bounded by a line commencing at a point in the middle of the Waipaoa River opposite the easternmost corner of Ruangarehu D Block; thence to and along the western side of the road forming the eastern boundary of the said Ruangarehu D Block to and across the main road, along its southern side and along the Hukunui Stream to and along the southern boundary of Ruangarehu C Block to the Gisborne–Motu Railway Reserve, along the eastern and northern side of that reserve to the main road about eighteen chains west of Te Karaka Railway-station; thence across that road and along its north-western side to the right bank of the Waipaoa River; and thence to and along the middle of that river to a point opposite the easternmost corner of Ruangarehu D Block, the place of commencement.

Notice respecting Proposed Borough of Shannon.

Wellington, 30th January, 1917.

PURSUANT to section 13 of the Municipal Corporations Amendment Act, 1913, it is hereby notified that a petition, in accordance with regulations, signed by not less than one-fifth of the electors of the area described in the Schedule hereto, has been presented to His Excellency the Governor, praying that the said area may be constituted a borough under the Municipal Corporations Act, 1908, by name the Borough of Shannon. All persons affected are hereby called upon to lodge any written objections to or petitions against the proposed constitution within one month from the first publication of this notice. Such objections or petitions are to be addressed and forwarded to the Minister of Internal Affairs, Wellington.


SCHEDULE.

PROPOSED BOROUGH OF SHANNON.

ALL that area in the Wellington Land District bounded by a line commencing at a point on the north-eastern side of Johnston Street distant 2500 links from George Street; thence along a right line bearing 47° 37′, distance 1569·7 links, to a public road, across that road, and along its northern side to the westernmost corner of Section 635; thence along a right line bearing 123° 14′ 35″, distance 12362·7 links, bearing 223°, distance 7161·3 links, bearing 303° 14′ 35″, distance 10995·6 links, bearing 317° 37′, distance 796·8 links, bearing 47° 37′, distance 4882·8 links, to Johnston Street, across that street, and along its northern side, distance 1600 links, to the place of commencement.

Notice respecting Manifests and Bills of Lading.

THE appended public notice, issued by the Board of Trade, London, regarding manifests and bills of lading during the war, is published for general information.

The announcement referred to in the last paragraph of the appended notice was published in the New Zealand Gazette of 21st October, 1915.

NOTICE TO SHIPPERS AND SHIPOWNERS RESPECTING MANIFESTS AND BILLS OF LADING.

THE attention of shippers and shipowners and the trading community generally is drawn to the fact that in time of war the practice of shipping goods with bills of lading made out “to order” (made illegal by section 4 of the Customs (War Powers) Act, 1915, in the case of goods shipped from the United Kingdom under license) is very undesirable in respect of any goods exported from any part of the British Empire. Shippers of goods not requiring licenses are therefore advised not to make out bills of lading “to order,” but only—

(a.) To a named consignee; or

(b.) To a bank or financial house of high standing, with the remark in the margin of the bill of lading “Notify A.B.,” “A.B.” being the name of the person or firm for whom the goods are ultimately destined.

Goods shipped to Holland should be consigned to the Netherlands Oversea Trust.

It is essential during the war that, in the case of all goods, whether shipped under license or not, British ships should have on board throughout the voyage a full manifest of cargo and all the bills of lading, or certified copies of the bills of lading.

Unless these requirements are complied with, there will be a risk that the ships will be stopped and diverted by H.M. ships or the war-vessels of the allied nations, in order to permit of full examination of the cargo, and ascertainment of its destination.

In the case of British ships that will touch at ports in countries contiguous to enemy territory, compliance with these requirements is of special importance, and serious delay may result to ship and cargo in such cases if all ship’s papers are not on board and in order.

This notice supersedes the announcement made by the Board of Trade on 19th August, 1915 (see “Board of Trade Journal” of 26th August, 1915, pp. 594–5), but in no way affects the requirement of section 4 of the Customs (War Powers) Act, 1915, in regard to licensed goods.
