EGMONT RACING CLUB.

THE following regulations were laid before the members of the Egmont Racing Club at a meeting held on the 26th day of July, 1917, at Hawera, with a recommendation by the Chairman of the Club, Mr. Joseph Quin, that the same be passed at once with a view to their approval by His Excellency the Governor-General of New Zealand, in pursuance of the Gaming Act, 1908, section 33.

Mr. Joseph Quin, the Chairman of the Club and of the Meeting, moved, That it be and hereby is resolved that such regulation be adopted, and that the Chairman, Mr. Joseph Quin, be authorized to sign the same in authentication thereof.

The motion was seconded by Mr. D. J. Goodwin, and carried.

The following are the regulations referred to :-

REGULATIONS.

(Under the Gaming Act, 1908, and its Amendments.)

In pursuance and exercise of the powers in that behalf contained in section 33 of the Gaming Act, 1908, and of all other powers and authorities it enabling in that behalf, the Egmont Racing Club, a racing club within the meaning of the said Act (hereinafter referred to as “the said club”), doth hereby make the following regulations controlling the admission of persons to that part of the racecourse reserve situate at Waihi Road, Hawera, and set apart for racing purposes, and known as the Egmont Racecourse, and hereinafter called “the said racecourse,” while the same is used or occupied by the said club for race meetings.

  1. In these regulations the words “bookmaker,” “racecourse,” “race meeting,” and “racing club” shall have the meanings ascribed to those terms by section 2 of the Gaming Act, 1908.

  2. The following persons shall be and hereby are excluded from the said racecourse while the same is used or occupied by the said club for racing purposes, namely :-

(a.) Bookmakers.

(b.) All persons under disqualification inflicted by any racing club in the Dominion of New Zealand, the Commonwealth of Australia, or elsewhere, if affiliated to the New Zealand Racing Conference.

(c.) Common prostitutes, and persons who habitually consort with thieves or with persons who have no lawful visible means of support.

(d.) Professional sweep-promoters.

The foregoing regulations of the Egmont Racing Club were made by the said club at its general meeting held on the 26th day of July, 1917, and confirmed at a special meeting held on the 27th day of September, 1917, and signed by—

SCHOOL FOR THE DEAF, NEAR SUMNER, CHRISTCHURCH.

UNDER THE CONTROL AND SUPERVISION OF THE EDUCATION DEPARTMENT.

FOR Deaf Children of sound intellect. The pupils are taught to understand and use ordinary speech. The full charge for board and education is £40 a year, but less is accepted from parents who cannot afford to pay this amount. In case of necessity admission is free.

By the Education Act it is compulsory for deaf children to come under instruction at the age of six, and to continue until the age of twenty-one unless the Education Department previously grants exemption. Though a child is, as a rule, best fitted to begin the school course at the age of six, advice should be obtained as soon as any sign of deafness is observed.

The following classes of deaf children are admitted to the School for the Deaf (sound intellect being always a necessity) :-

  1. Children born deaf, or who have lost their hearing before learning to speak.

  2. Children who can hear a little, but are too deaf to be taught in a public school.

  3. Children who have lost their hearing after having learned to speak.

The Act imposes upon every parent, teacher of a school (either public or private), constable, or officer of a charitable or kindred institution who is aware of the place of residence (either temporary or permanent) of a deaf child, and the householder in whose house any such child resides, an obligation to send notification of the fact to the Minister of Education, giving the name, age, and address of the child; and any neglect or failure to comply with this provision involves liability to a fine.
