at the back of the box so that he cannot see the face of any card. He shall thereupon take hold of the card represented by the number of the marble and turn it so that it stands upright in its place in the box, but he shall not lift the card out of its place in the box or disclose the face of the card.

  1. When a card has been so selected in each box the Stipendiary Magistrate shall remove from each box in the order of the boxes the reservist’s card so selected in that box. Every blank card so selected shall be restored to its place in the box. Every reservist’s card so withdrawn shall be replaced by a blank card. In so withdrawing cards the Magistrate shall not disclose or look upon the face of any card until he has wholly withdrawn it from the box.

  2. If any error is made in counting the cards in a box the error may be corrected before the card has been so withdrawn by the Magistrate, but not afterwards.

  3. The reservists whose cards are so withdrawn from the boxes shall be the reservists upon whom the lot has fallen, and their names shall be thereupon recorded in the order of the boxes from which their cards were taken.

  4. When a card has been withdrawn from or restored to every box in manner aforesaid the process hereinbefore prescribed shall, if necessary, be repeated from time to time until the selection has been completed, save that the order of the boxes as established by the first drawing of marbles from the box-drum shall be retained until the selection has been completed.

  5. Marbles so drawn from the card-drum shall not be restored thereto until the selection has been completed.

  6. The cards of all reservists on whom the lot so falls shall be kept separate from the register, and shall not be deemed to form part thereof, but shall thereafter be returned to their proper place in the register if the reservist by way of appeal or otherwise comes back into the Reserve.

ORDER IN COUNCIL.

At the Government House at Wellington, this first day of October, 1917.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS by regulations made under the War Regulations Act, 1914, on the thirty-first day of July, one thousand nine hundred and sixteen, the sixteenth day of March, one thousand nine hundred and seventeen, the twenty-eighth day of May, one thousand nine hundred and seventeen, and the eighteenth day of June, one thousand nine hundred and seventeen, protection has been given to soldiers against arrest, bankruptcy, distress for rent, and execution of civil process: And whereas it is expedient to give further protection to soldiers in respect of the enforcement of securities over their property:

Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance of the War Regulations Act, 1914, do hereby make the following regulations under that Act, and declare that they shall come into operation on the first day of October, one thousand nine hundred and seventeen.


REGULATIONS.

PROTECTION OF PROPERTY OF SOLDIERS.

  1. Without the leave of the Attorney-General, no person shall exercise any power of sale conferred by any mortgage, bill of sale, or other security over the property of a soldier, whether such mortgage, bill of sale, or security was given before or after the making of these regulations, and whether the person whose property is subject thereto became a soldier before or after the date of the mortgage, bill of sale, or security.

  2. Nothing in these regulations shall apply to any mortgage, bill of sale, or security to which the Mortgages Extension Act, 1914, is applicable.
