expedient to confer upon the said County Council certain of
the said powers of Borough Councils, subject to certain
restrictions and conditions :

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the power and authority vested in him in that behalf by the
said Act, and acting by and with the advice and consent
of the Executive Council of the said Dominion, doth hereby
confer on the said Waimairi County Council all the powers
exercisable by a duly constituted Borough Council under
sections two hundred and seventy-seven and three hundred
and twenty-nine of the Municipal Corporations Act, 1908,
section thirty-three, and subsection one as regards para-
graph (a), and subsection two of section forty-five of the
Municipal Corporations Amendment Act, 1913, and section
five of the Municipal Corporations Amendment Act, 1915,
subject to the restriction and condition that such powers
shall be exercisable by the said Waimairi County Council.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government House at Wellington, this seventeenth
day of September, 1917.
Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of
the Appropriation Act, 1915, it is provided that,
notwithstanding any Act to the contrary, it shall not be
lawful or competent for any local authority or for any Harbour
Board, during the present war with Germany, to borrow or
contract to borrow any money (otherwise than by way of
bank overdraft within the limit of its powers, if any, in that
behalf), whether from the State Advances Office or from any
other source whatever, and whether in pursuance of a special
Act or under any other authority whatever, without the
precedent consent of the Governor-General in Council:

And whereas application has been made for the consent
of the Governor-General in Council to enable the several local
authorities mentioned in the Schedule hereto to borrow the
loans set out in column B therein:

And whereas it is expedient that the precedent consent
of the Governor-General in Council should issue:

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the
advice and consent of the Executive Council of the said
Dominion, doth hereby consent to the raising of the loans
hereinafter mentioned by the several local authorities set out
in the Schedule hereto, provided that the rate of interest at
which the loans or any of them are to be raised shall in no
case produce to the lender a return exceeding five and one-
quarter pounds per centum per annum; and it is hereby
declared that this Order in Council is made under the pro-
visions in that behalf of the Appropriation Act, 1915, and
shall operate accordingly as a consent of the Governor-
General in Council to the raising of the loans hereby autho-
rized.

Declaring Portions of Roads in Blocks II amd III, Otama
Survey District, to be Government Roads.

LIVERPOOL, Governor-General.
ORDER IN COUNCIL.
At the Government House at Wellington, this seventeenth
day of September, 1917.
Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers vested in him by
the Public Works Act, 1908, and of all other powers in
anywise enabling him in this behalf, His Excellency the
Governor-General of the Dominion of New Zealand, acting
by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby order and declare that
the portions of road described in the Schedule hereto shall,
on and after the date of this Order in Council, become Government roads.
