the power and authority vested in him by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby authorize and empower the Board to reclaim from the sea in Whangarei Harbour lands containing eighty acres, more or less, of mud-flat, shown edged in red on plan marked M.D. 4693, and deposited in the office of the Marine Department at Wellington; such reclamation to be carried out and constructed in accordance with plan marked M.D. 4693, subject to the provisions of the said Act.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government House at Wellington, this sixteenth day of July, 1917.
Present :
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf) whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the loans set out in column B therein:
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the borrowing of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto, provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.

SCHEDULE.
Stratford County Council, £275: For renewing a bridge on the East Makuri Road.
Kawhia County Council, £100: For renewing bridges destroyed by flood.
Waimate Borough Council, £500: For completing the construction of asphalt footpaths and concrete water-channels.

Domain Board appointed to have Control of the Rahotu Domain.

ORDER IN COUNCIL.
At the Government House at Wellington, this sixteenth day of July, 1917.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section forty of the Public Reserves and Domains Act, 1908 (hereinafter termed “the said Act”), it is enacted that the Governor-General may from time to time, with respect to any public domain, appoint such persons (not exceeding nine) as he thinks fit to be a Domain Board having, subject to Part II of the said Act, control of such domain:
And whereas by an Order in Council made on the twenty-third day of May, one thousand nine hundred and ten, and published in the New Zealand Gazette of the second day of June, one thousand nine hundred and ten, a Domain Board was appointed to control the Rahotu Domain:
And whereas the period for which the said Board was appointed expired on the twenty-second day of May, one thousand nine hundred and seventeen:
And whereas it appears expedient to again appoint a Domain Board to control the said domain:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in exercise of the powers conferred by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby appoint

WALTER CLEMENT GUY GREEN,
CLEMENT PENWARDEN,
JAMES BENJAMIN GROOM,
ELI HEZEKIAH TAYLOR, and
LOUIS FISCHER
to be the Rahotu Domain Board, having control of the land described in the Schedule hereto for the purposes of and subject to the provisions of the said Act; and doth hereby appoint Saturday, the fourth day of August, one thousand nine hundred and seventeen, at 7.30 o’clock p.m., as the time when, and the Parihaka Road Board Office as the place where, the first meeting of the Board shall be held.

RAHOTU DOMAIN.
ALL that area in the Taranaki Land District, containing by admeasurement 28 acres 2 roods 11 perches, more or less, being Section No. 45, Block I, Opunake Survey District. Bounded towards the north by a road, 2451 links; towards the east by the South Road, 1312·5 links; towards the south by Sections 46 and 47 of Block I aforesaid, 2283·7 links; and towards the west by a road, 1215·8 links: be all the aforesaid linkages more or less.
