Regulations for Inspection and Syllabus of Instruction in
Public Schools.
LIVERPOOL, Governor-General.
ORDER IN COUNCIL.
At the Government House at Wellington, this second day of
July, 1917.
Present :
His Excellency the Governor-General in Council.
IN pursuance and exercise of the powers and authorities
vested in him by the Education Act, 1914, His Excel-
lency the Governor-General of the Dominion of New Zealand,
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby make the amend-
ment set out in the Schedule hereto in the regulations in force
relating to Inspection and Syllabus of Instruction in Public
Schools ; and doth prescribe that this Order shall come into
force on the date of the first publication thereof in the New
Zealand Gazette.
SCHEDULE.
Clause 15 is hereby amended by deleting the paragraph
commencing with “Merit marks” and ending with the words
“Arithmetic is not satisfactory.”

Regulations for the Protection of Life on Ships.
LIVERPOOL, Governor-General.
ORDER IN COUNCIL.
At the Government House at Wellington, this second day
of July, 1917.
Present :
His Excellency the Governor-General in Council.
WHEREAS it is enacted by section two hundred and
thirty-two of the Shipping and Seamen Act, 1908,
that the Governor-General may, from time to time by Order
in Council, make regulations, inter alia, for regulating matters
relating to the protection of life and property of passengers
and others on board ships: And whereas it is desirable to
make such regulations:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the powers conferred upon him by the said section, and of
all other powers enabling him in that behalf, and acting by
and with the advice and consent of the Executive Council
of the said Dominion, doth hereby make the following regu-
lations; and doth hereby declare that the said regulations
shall come into force on the date of the publication thereof
in the New Zealand Gazette.
REGULATIONS.
- WHEN cargo is to be worked on board a vessel the officer
in charge of such vessel shall see that the following things
are done, namely:—
He shall, before any working of cargo on such vessel
is commenced, appoint a member of the crew for
each hatch, and the member so appointed shall
superintend the removal of the hatches, and shall,
when the hatches are replaced, superintend the re-
placing of such hatches, in each case seeing that the
hatches are removed or replaced in a proper manner
and with due regard to the safety of all persons
having access to the ship either as members of the
crew, stevedores, or otherwise.
- Every person who commits a breach of these regula-
tions, or fails to do what is required of him, is liable to a fine
not exceeding £50.

Vesting the Control of Travelling-stock Reserves in the Hawke’s
Bay County Council.

ORDER IN COUNCIL.
At the Government House at Wellington, this second day
of July, 1917.
Present :
His Excellency the Governor-General in Council.
WHEREAS the lands described in the Schedule hereto
have been permanently reserved as resting-places for
travelling stock: And whereas it is expedient that the
control of the said reserves should be vested in the Hawke’s
Bay County Council:
Now, therefore, His Excellency the Governor-General of the
Dominion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion, and
in exercise of the powers and authorities conferred upon him
by section two of the Public Reserves and Domains Amend-
ment Act, 1914, doth hereby vest the control of the said
reserves in the Hawke’s Bay County Council, subject, how-
ever, to the following conditions:—
(1.) The said reserves shall at all times be available for
the accommodation of travelling stock.
(2.) The said Council shall, within a period of eighteen
months from the date hereof, clear, grass, and fence the
said reserves for the purpose of providing grazing and accom-
modation for travelling stock:
(3.) The charges for grazing and paddocking stock shall
not exceed two shillings per hundred head for sheep and
twopence per head for cattle.
(4.) Provision shall be made for keeping different flocks of
sheep and herds of cattle separate as far as possible.
(5.) Except under stress of weather or in cases where roads
are temporarily impassable, no stock which has been accom-
modated in any reserve for one night and one day shall be
permitted to remain therein for any longer period if other
stock requires accommodation which could not otherwise be
provided except by the removal of the stock already in the
reserve.
