Regulations.—Agricultural Bursaries.

IN pursuance and exercise of the powers conferred upon him by section one hundred and twenty-five of the Education Act, 1914, and of all other powers enabling him in this behalf, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations for the award of bursaries for the purpose of promoting the study and practice of Agricultural Science.
REGULATIONS.
AGRICULTURAL BURSARIES.

THE Minister of Education may grant bursaries under these regulations to duly qualified male students who desire to pursue a further course of agricultural study and practice. Such bursaries shall be termed agricultural bursaries.

No person shall be entitled to receive an agricultural bursary unless on the last date on which applications for a bursary are receivable he is over sixteen and not over twenty years of age, and has been resident in New Zealand for not less than twelve months, or unless he produces evidence satisfactory to the Minister as to character and health.

The term of a bursary shall be two years, if the holder so long fulfils the prescribed conditions; provided that on the recommendation of the Director or Manager of the farm or institution attended the Minister may extend the term for one year longer.
An agricultural bursary shall be tenable at a State experimental farm, an agricultural college, or some other similar institution under public control in New Zealand that the Minister may approve for the purpose.
- Every applicant for a bursary under these regulations must satisfy the Minister—
(a.) That he has passed the Matriculation Examination of the University of New Zealand, or has passed some equivalent examination approved for the purpose by the Minister, or that he has received a higher or lower leaving certificate issued under the regulations respecting secondary-school certificates; and
(b.) That he has satisfactorily completed not less than two years of an approved agricultural or rural course at a secondary school or its equivalent, a technical high school, or the secondary department of a district high school:
Provided that if a sufficient number of candidates qualified under paragraph (b) are not forthcoming, a bursary may be awarded to a candidate otherwise qualified who satisfies the conditions of paragraph (a).

Every application for an agricultural bursary must be on the form provided, must reach the Director of Education, Wellington, not later than the 1st December in each year, and must be accompanied by the necessary certificates of birth and education.

Should the number of duly qualified candidates in any year exceed the number for whom accommodation can conveniently be provided, a selection shall be made from the candidates of those most qualified in such manner as the Director of Education shall determine.

Every holder of a bursary shall enter, by his parent or guardian, or some other person approved by the Director of Education, into a bond to return the amount paid in allowances and fees (including a sum at the rate of not more than £40 per annum for board and lodgings, when these are provided) in case he shall fail to complete satisfactorily the prescribed course, or fail to complete within five years after the close of his course service of not less than three years in New Zealand (a) as a teacher in a public, secondary, technical, or registered school, or in an agricultural college, or (b) as an officer in the Agricultural Department, or (c) in farming.
