Education Act, 1914.—Amended Regulations regarding Certificates of Secondary Instruction.

ORDER IN COUNCIL.

At the Government House at Wellington, this eighteenth day of June, 1917.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the regulations in force on the coming into operation of this Order relating to certificates of secondary instruction, and in lieu thereof doth make the regulations set out in the Schedule hereto; and, with the like advice and consent, doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.

SCHEDULE.

REGULATIONS FOR SECONDARY SCHOOL CERTIFICATES.

Intermediate Certificates.

1. To pupils taking a secondary-school course who, after gaining a certificate of proficiency or otherwise obtaining the educational qualification for a junior free place, satisfactorily complete at an approved school, being a secondary school, district high school, or technical high school, at least a two-years course of secondary instruction in accordance with the conditions set forth in clauses 6 and 7 (c) of the Regulations for Free Places in Secondary Schools and District High Schools, certificates of the satisfactory completion of such a course may be issued at the conclusion of the period to which they refer. Such certificates shall be termed “Intermediate Certificates,” and shall be granted by or under the authority of the Director of Education, who shall satisfy himself in all cases, through the Principal of the school, or otherwise, that the conditions have been duly complied with. In general, no such certificate shall be granted unless evidence is given that the pupil is qualified by attainment to receive a senior free place in a secondary school, district high school, or technical high school in accordance with the regulations relating thereto.

Lower Leaving Certificates.

Under the same authority, and subject in like manner to the conditions governing the tenure of junior and senior free places in secondary schools and district high schools, certificates, to be termed “Lower Leaving Certificates,” may be issued to pupils who have completed at an approved school at least a three-years course of secondary instruction, including not less than one year of a senior course in which the standard of work pursued in the classes attended is sufficiently advanced in character to meet the requirements of the examination for a teacher’s certificate of Class D or of the Matriculation Examination of the University of New Zealand; provided that the total units of work satisfactorily completed during three years shall be not less than 56, and shall include not less than 12 units in English, 9 units in Arithmetic (or 12 units in Mathematics, including Arithmetic), and 6 units in Science; provided further that no such certificate shall be granted unless evidence is given that the pupil has reached a reasonable standard of attainment in the classes.

Higher Leaving Certificates.

3. Further, under the same authority, and subject in like manner to the same conditions, Higher Leaving Certificates may be issued to pupils who have satisfactorily completed at an approved school at least a four-years course of secondary instruction; provided that any such pupil has satisfied the requirements for a Lower Leaving Certificate, and in addition, has completed to good advantage a further secondary course of not less than one year, including therein at least 4 units of a standard higher than that prescribed for the Matriculation Examination of the University of New Zealand in English and 4 units of like standard in each of two other subjects selected from the following: Mathematics, Latin, Greek, French, German, Geography, Mechanics, Heat and Light, Electricity and Magnetism, Chemistry, Geology, Botany, Zoology, Physiology, Agriculture, Home Science; provided further that the total units
