Regulations for the Administration and Equipment of Camps and Barracks.
LIVERPOOL, Governor.
IN pursuance and exercise of the powers and authority conferred on me by the Defence Act, 1909, and its amendments, I, Arthur William de Brito Savile, Earl of Liverpool, Governor of the Dominion of New Zealand, do hereby make the following regulations for the administration and equipment of camps and barracks, and I do hereby declare that the regulations hereby made shall take effect as from the date of publication thereof in the Gazette.

Introductory.

The following regulations for barrack and camp services are promulgated for the information and guidance of officers concerned. The schedules of furniture, stores, and other details issued in accordance with these regulations will be strictly adhered to.

In describing stores in ledger, indents, &c., the designations and sections of the Vocabulary of Stores will be strictly followed. Articles not included in the Vocabulary will be headed N.I.V. (not in Vocabulary), and grouped under the several sections to which, from the nature of the articles or their intended use, they would properly apply. They will also be described by drawings or otherwise where requisite, in order to obviate the necessity of making further reference.
Administration.

Officers Commanding Districts, and Camp Commandants, Trentham and Featherston, will keep themselves informed as to the condition of furniture, stores, and equipment, and will satisfy themselves that the articles are at all times maintained in a serviceable and complete condition.

Will be responsible that equipment of all kinds is issued for service purpose in accordance with the authorized schedules, but in cases in which it is found necessary that these should be exceeded, in districts authority will be given in writing to the A.D. of E and O.S., and in camps to the C.Q.M., to provide for the requirements of the services according to circumstances.

In any case in which stores or equipment are drawn in excess of the authorized schedules without written authority, the case must be submitted without delay to the G.O.C., who will deal with it as a matter of discipline, and when consumable stores are concerned, the excess issues will be treated as losses and dealt with under King’s Regulations.

Will, when excess issues under para. 4 are made, report full details quarterly to the Q.M.G., stating whether the issues are of a temporary nature or are proposed as a permanent addition to the establishment.

All communications connected with the supply of furniture, stores, and equipment, whether by or in excess of regulation, will be addressed to the D.E.O.S., who will, if necessary, take the orders of the Q.M.G. on the subject.

All unforeseen and unusual services not exceeding £25 in cost will be approved by the O.C.D. and C.C., and reported quarterly to the Q.M.G. with an explanation as to the necessity for the expenditure.

All unforeseen and unusual services exceeding £25 in cost must be approved by Headquarters before the expenditure is incurred.

The authority for expenditure must be quoted on all vouchers, and the original orders attached to the bills,
Executive Duties.
- The following will perform the duties of officers in charge of barracks as herein laid down:—
In permanent camps .. Camp Quartermaster.
Annual camps —
In units .. Unit Quartermaster.
In groups .. Group Commander.
In District Headquarters A.Q.M.G.
In Headquarters .. D.I.E.O.S.
In Garrison Artillery Districts .. O.C. Detachment, R.N.Z.A.
In F.A. Brigades .. Adjutants, F.A. Brigade.
- Officers placed in charge of barrack duties are responsible for the satisfactory performance of their duties as follows:—
Camp Quartermaster .. to Camp Commandant.
Annual camps—
Unit Quartermaster .. to O.C. Unit.
Group Commander .. to O.C. District.
A.Q.M.G. .. to O.C. District.
D.I.E.O.S. .. to D.E.O.S.
O.C. Detachment, R.N.Z.A. to O.C. District.
Adjutant, F.A. Brigade .. to O.C. District.
They will be liable for any losses that may occur through want of proper supervision on their part, and to enable them to ascertain that the duties they are charged with are regularly conducted they will visit the out-stations of their district or subdistricts (sometimes without previous notice) as frequently as may be necessary.

Every care will be taken to ensure contracts being in all respects satisfactorily carried out, and contractors’ accounts being settled with promptitude. All accounts and bills will, whenever practicable, be prepared by the claimants or their agents, and not by any person connected with the barrack services. No communication, unless specially authorized by a responsible officer, will be made by the barrack services to contractors in relation to particulars of their accounts. All orders on contractors will be signed by an officer.

Testimonials or other acknowledgment of services performed are not under any circumstances to be given to any contractors, nor will any social intercourse with contractors or their agents be permitted.

When articles are purchased, or services performed, in consequence of the default of the contractor, he will be informed immediately, in writing, of the particulars of the purchase made in his default, and the actual and necessary expense incurred will be credited separately in a manuscript book kept for the purpose, and will be paid for in the same manner as purchases under contract. Upon the voucher for payment will be stated “Purchase [or Service] in default of contractor for ,” and any excess of cost to be recovered from the contractor will be noted on the voucher upon which the amount is recovered. Should the excess cost be more than the amount of the contractor’s current account, the difference will be recovered and credited to the public.

A correct record will be kept in a Bill-book, under the various estimate headings, of all bills received and passed for payment. Every entry in this book, as well as the corresponding entry in the manuscript book referred to in paragraph 15, or account, will be initialled by the officer who certifies the bill.

Officers will be particularly careful to preserve all articles which may be placed in their charge, and for which they are accountable.

Officers in charge of barracks will be held responsible for obtaining the written authority of the C.C. or O.C.D. for any special issues or loans contemplated by regulations in exceptional circumstances.

Surpluses of all descriptions will be taken on charge immediately they are discovered. Deficiencies will be at once reported.

If any stores be deficient from loss, theft, or other causes, the circumstance will be at once reported to the O.C.D. or C.C., who will cause the matter to be dealt with in the manner laid down in the King’s Regulations, para. 668.

Observations on accounts will be carefully inquired into, and the replies given will embody the result of such inquiry, and not be mere transcripts of those received from the corps concerned. In all cases where errors in account are admitted the replies should state how adjustment will be made. Replies should be rendered with as little delay as possible. If, owing to the absence of an officer from the station, or other sufficient cause, a reply to any specific inquiry cannot be furnished within a reasonable time, the answers to the other questions in the general abstract should not be kept back on that account, but a note should be made against the specific query in question to the effect that a further reply will follow as early as possible.

Books and documents relating to public accounts and transactions will be carefully kept and classified, free from erasures (see para. 147), and their indices completed to date; they will be available for reference or inspection at any moment.
