Appointment of Representative to Grey Hospital and Charitable Aid Board.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this third day of July, 1916.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section twenty-one of the Hospitals and Charitable Institutions Act, 1909, it is enacted that when a representative of a combined district vacates his office on the Board, the several contributory local authorities of that combined district shall forthwith by an agreement among themselves jointly appoint some qualified person in his place as a representative of that district, and that if no such appointment is made within two months after the happening of the vacancy the Governor may, by Warrant under his hand, make the required appointment: And whereas the combined contributory local authorities of Brunner and Runanga Boroughs have failed to agree among themselves as to the appointment of a representative of such combined district on the Grey Hospital and Charitable Aid Board:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by the aforesaid Act, doth hereby appoint FREDERICK WILLIAMS to be the representative of the said combined district.

Consenting to the Raising of Loans by certain Local Authorities from the State Advances Department.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this third day of July, 1916.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf) whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor in Council:
And whereas application has been made for the consent of the Governor in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the loans set out in column B therein from the State Advances Office:
And whereas it is expedient that the precedent consent of the Governor in Council should issue:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the borrowing from the State Advances Department of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor in Council to the raising of the loans hereby authorized.

Conferring on Heathcote County Council Powers of Borough Councils with respect to Lighting and the Supply of Electricity.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this third day of July, 1916.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS it is enacted by the Lake Coleridge Water-power Act, 1915 (hereinafter referred to as “the said Act”), that the Governor may by Order in Council confer on any local authority proposing to contract with His Majesty the King for the supply of electricity from the works established at Lake Coleridge by the Minister of Public Works such of the powers of Borough Councils with respect to lighting and the supply of electricity as he thinks fit, and with such restrictions, modifications, and conditions as he thinks fit, and thereupon that local authority shall have and may exercise the said powers accordingly pursuant to the tenor of the said Order in Council:
And whereas the Heathcote County Council proposes to contract as aforesaid, with His Majesty the King, and it is expedient to confer upon the said County Council certain of the said powers of Borough Councils, subject to certain restrictions and conditions:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power and authority vested in him in that behalf by the said Act, and acting by and with the advice and consent of the
