Regulations for the Grading of Teachers.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government Buildings at Wellington, this sixteenth day of May, 1916.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the regulations hereinafter set forth, and doth hereby declare that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.
REGULATIONS.
THE GRADING OF TEACHERS.

The Inspectors of the several education districts, acting together when there is more than one Inspector in a district, shall proceed annually as grading officers to grade, in accordance with the regulations herein contained, all the certificated teachers employed by the Board in their district as on the 1st day of February, and shall report the result of their grading to the Director of Education not later than the 31st day of March following.

Certificated teachers who are temporarily out of the employment of the Board at the time of grading or who for the first time are employed by the Board after the 1st day of February may, on or before the 15th day of March, apply to the Senior Inspector of their district to have their names included in the grading-list, and such teachers shall be graded accordingly as circumstances permit.

Certificated teachers who are for the time being employed in Native schools under the Education Department may, if they so desire, be graded in a similar manner by the Inspectors instructed thereto by the Director, but any such grading shall have effect only in respect of any subsequent employment of the teacher in the service of an Education Board.

For the purpose of determining the grading of the teachers of any district the grading officers shall provisionally divide the teachers to be graded in that district into six groups, to be determined as follows:—
Group “A”—Head teachers with salary of Grade I and assistants with salary of Grade 1 or 2:
,, “B”—Head teachers with salary of Grade II and assistants with salary of Grade 3:
,, “C”—Head teachers with salary of Grade III and assistants with salary of Grade 4 or 5:
,, “D”—Head teachers with salary of Grade IV and assistants with salary of Grade 6 or 7:
,, “E”—Head teachers with salary of Grade V:
,, “F”—Head teachers with salary of Grade VI or VII.
Provided that—
(a.) The head teacher of a district high school, unless he is already in Group “F,” shall be placed in the group next above that in which he would otherwise be placed under the above provisions.
(b.) Teachers in charge of part-time schools shall in all cases be grouped as if their grade of salary were determined by Part IV (b) of the Fifth Schedule to the Act.
(c.) Relieving and temporary teachers, other than permanent relieving teachers, shall be grouped according to the grade of salary of their last permanent position.
(d.) Teachers who have not previously held a permanent position under an Education Board shall be placed in Group “A”; provided that in special cases a Senior Inspector may recommend to the Director that a teacher should, by reason of other experience, be placed in a group higher than “A.”
(e.) In the case of Normal Schools, the kindergarten mistress, the senior secondary assistant, and the sole teacher shall be placed in Group “D.” The remaining assistants in such schools,
