Regulations made by Public Service Commissioner in respect of Staff of Dominion Laboratory attending Science Lectures, Victoria College.
IN pursuance and exercise of the authority conferred upon him by the Public Service Act, 1912, the Commissioner, with the approval of the Governor in Council, doth hereby make the regulations set forth in the Schedule hereto with respect to officers of the staff of the Dominion Laboratory attending Science lectures at Victoria College. The said regulations shall have effect from and after the date of publication thereof in the New Zealand Gazette.
SCHEDULE.

THE regulations shall apply—
(a.) To Professional cadets appointed or transferred to the Dominion Laboratory who have passed the Public Service Senior Examination in the subjects prescribed for the Dominion Laboratory, and who have also passed the Matriculation Examination;
(b.) To such other officers of the Dominion Laboratory as the Dominion Analyst recommends, provided this concession shall terminate on 31st December, 1919. -
The Commissioner may, on application, grant leave to attend lectures at Victoria College for a term not exceeding three years, and, in the case of Honours, one whole session, subject to the following conditions:—
(a.) The application must be approved by the Dominion Analyst, such approval to be contingent on satisfactory work and behaviour in the Dominion Laboratory.
(b.) Term reports on attendance and progress at the classes will be obtained from the Professors in charge; and if these, in the opinion of the Commissioner, show that the concession is being abused, or that the student is not utilizing it to the best of his ability, then the Commissioner may cancel the agreement.
(c.) The leave granted may be on the following conditions:—
(i.) Term of three years—two half-days per week, on full pay;
(ii.) Honours, whole session—half pay, with a maximum of £100.
(d.) An agreement must be entered into with the Department to refund all college fees paid by the Department, and also all half-pay allowances received should the officer, within three years after completion of his college course, leave the Department for any reason whatsoever, save sickness or injury or dismissal through no fault of his own.
(NOTE.—The Department will in each case make arrangements for the payment of college fees, unless such fees are covered by bursary.) -
An officer who has joined the Department as a cadet under these conditions must obtain a degree in Science or Arts before passing from Class F to Class E.

When an officer has obtained a degree in Science or Arts he shall be entitled to the annual increments in the Second Schedule of the Public Service Act until his salary reaches £260.

On return to full duties after completion of course the Commissioner may review the officer’s classification, and will make due allowance for such officer’s improved standing.
