Validating Proceedings in connection with a Loan of £1,000 proposed to be raised by the Richmond Borough Council.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this tenth day of April, 1916.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS the Richmond Borough Council lately proposed to raise a loan of one thousand pounds for the purpose of paying the cost of enlarging the capacity of the waterworks reservoir:
And whereas the above proposal was duly submitted to a poll of the ratepayers of the Richmond Borough Council on the sixteenth day of December, one thousand nine hundred and fifteen:
And whereas such proposal was duly declared to be carried, and the steps required to be taken by sections eight to twelve (both inclusive) of the Local Bodies’ Loans Act, 1913, have been duly taken and the provisions of such sections duly complied with, excepting to the extent of the irregularities hereinafter mentioned, but the public notices and voting-paper referred to the Local Bodies’ Loans Act, 1908, and its amendments:
And whereas the notice of intention to raise the loan was not published once in each week for four successive weeks, inasmuch as no publication, although given once in each of four weeks, was made in the third successive week as required by section nine of the above-named Act:
And whereas the first publication of the date of the poll was not given not less than fourteen days before the said date as required by the provisions of section ten, subsection two, of the above-named Act:
And whereas three days intervened between the last publication of the notice of intention to raise the loan prescribed by section nine of the said Act and the date on which the above poll of the ratepayers was taken, instead of a period of not less than seven days as required by section ten, subsection two, of the above-mentioned Act:
And whereas it appears that the ratepayers have not been misled by such irregularities, and it is expedient to validate the same:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the powers conferred upon him by section one hundred and eleven of the Local Bodies’ Loans Act, 1913, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby declare that the said poll and all proceedings in connection therewith are validated, and shall be valid to all intents and purposes as though everything had been done in the proper manner; and, further, doth hereby order and declare that the proceedings relative to such loan shall not be called in question by reason only of the irregularities aforesaid.

Clerk of the Executive Council
