THE NEW ZEALAND GAZETTE.

7·8 perches, and 37·7 perches, parts of the above-mentioned Native Reserve No. 18, and 1 rood 9·1 perches, part of Section No. 54, Chilman Township, all within the Borough of New Plymouth, under the provisions of the Public Works Act, 1908, for the purpose of widening the street known as Paynter’s Lane.

A plan of the said lands showing the names of the owners and occupiers thereof is deposited in the Council Chambers of the Borough.

All persons affected are hereby called on to set forth in writing any well-grounded objections to the taking of the said lands or the proposed work, and to send such writing within forty days from the first publication of this notice to the office of the Corporation in King Street, New Plymouth.

WAIHEMO COUNTY COUNCIL.

MOTOR REGULATION ACT, 1908.—RESOLUTION.

IN pursuance and exercise of the powers conferred on it by the Motor Regulation Act, 1908, the Waihemo County Council hereby resolves to bring into force within the County of Waihemo Part II of the Motor Regulation Act, 1908, and, further, that the said Act shall come into force on the 25th day of March, 1916.

HOROWHENUA COUNTY COUNCIL.

RESOLUTION MAKING A SPECIAL RATE.

IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Horowhenua County Council hereby resolves as follows:—

That, for the purpose of providing interest and other charges on a loan of £200 authorized to be raised by the Horowhenua County Council for drain-construction and clearing line, the said Horowhenua County Council hereby makes and levies a special rate of seven twenty-thirds of one penny (7/23rds of 1d.) in the pound upon the rateable value of all rateable property of the Arawhata Special-rating District, comprising Horowhenua 11, part B 41 south, Sections D1, D2, G1, G2, G3, G5, and Horowhenua 11a, Sections A9, and A10, II Waitohu S.D., and that such special rate shall be an annually recurring rate during the currency of such loan, and be payable yearly on the first day of June in each and every year during the currency of such loan, being a period of 36½ years, or until the loan is fully paid off.

I hereby certify that the foregoing is a correct copy of a resolution passed at a duly constituted meeting of the Horowhenua County Council held on the 10th day of April, 1915.

FOR Deaf Children of sound intellect. The pupils are taught to understand and use ordinary speech. The full charge for board and education is £40 a year, but less is accepted from parents who cannot afford to pay this amount. In case of necessity admission is free.

By the Education Act it is compulsory for deaf children to come under instruction at the age of six, and to continue until the age of twenty-one unless the Education Department previously grants exemption. Though a child is, as a rule, best fitted to begin the school course at the age of six, advice should be obtained as soon as any sign of deafness is observed.

The following classes of deaf children are admitted to the School for the Deaf (sound intellect being always a necessity):—

  1. Children born deaf, or who have lost their hearing before learning to speak.
  2. Children who can hear a little, but are too deaf to be taught in a public school.
  3. Children who have lost their hearing after having learned to speak.

The Act imposes upon every parent, teacher of a school (either public or private), constable, or officer of a charitable or kindred institution who is aware of the place of residence (either temporary or permanent) of a deaf child, and the householder in whose house any such child resides, an obligation to send notification of the fact to the Minister of Education, giving the name, age, and address of the child; and any neglect or failure to comply with this provision involves liability to a fine.
